Procurement Officer
Montenegro has joined the World Bank Group in January 2007. Under the assistance programs agreed between Montenegro and the World Bank, Montenegro has and will receive financial resources from the International Bank for Reconstruction and Development (hereinafter the World Bank). These financial resources, loans and grants, have been formalized through loan/grant agreements signed by the Ministry of Finance (MoF), on behalf of the Government of Montenegro (GoM), and the World Bank.
Pursuant to the loan/grant agreements as well as Memorandum of Understanding (MoU) between the MoF and the executing entities, it has been agreed that Technical Services Unit (TSU) shall provide financial management, procurement, and disbursement services, which should be carried out in accordance with the provisions of the loan agreements, the Project Operational Manuals, the Procurement Plans, etc. The TSU is an entity within the Ministry of Finance of Montenegro, comprised of consultants selected observing competitive procedures described in the World Banks Guidelines for the selection of consultants.
DESCRIPTION
The Procurement Officer will be responsible for helping the management of the flow of procurement activity for the TSU/PMUs. Furthermore, the Procurement Officer will ensure that procurement transactions are implemented following current edition of the World Bank Guidelines Procurement under IBRD Loans and IDA Credits and Selection and Employment of consultants by World Bank Borrowers. The Procurement Officer will provide general assistance to the PMUs of the line ministries in the execution of international, national, and local procurement of goods and services under the World Bank projects. The Procurement Officer will work under the supervision of, and report to the Senior Procurement Officer.
DURATION
The Procurement Officer shall be engaged on a full time basis for a period of 1 year, beginning July 20, 2009; that can be extended, if satisfactory to the Bank, as per agreement with the Minister of Finance. There will be an initial probation period of three months.
REQUIRED QUALIFICATIONS:
The TSU Procurement Officer must have the following experience and skills:
University Degree in the field of engineering/law/management/economics;
At least 1 year of experience in managing comparable activities (either procurement, contracting, or relevant similar experience working on developing operations, preferred World Banks financed operations);
Knowledge of World Banks procurement guidelines, Montenegro public procurement law and other relevant national laws is desirable;
Experience with World Bank operational principles strongly preferred;
People-management, project management and activity coordination skills are required;
Fluency in English and Montenegrin are required;
Sound communication skills with ability to prepare, present and discuss findings in written and oral form.
Knowledge and skills in PC-based office applications is essential;
Excellent reporting, communication, interpersonal and team working skills;
Highest standards of honesty and personal integrity.
