Government set to further improve judicial efficiency and prison system

Montenegro is ready to tackle the challenges that lie ahead, as it has created conditions for further strengthening of its judicial system, particularly in terms of transparency and efficiency, Montenegrin Justice Minister Miras Radovic told the Council of Europe Conference of Ministers of Justice in Istanbul.
‘’Bearing in mind that there is no justice without freedom, freedom without law and law without courts, the judical efficiency is conditio sine qua non for exercising this legal ideal of modern democracy’’, said Radovic.
Greater judicial efficiency, Minister Radovic stressed, is the key priority of Montenegro’s judicial reform. ‘’The European Commission's Opinion on Montenegro’s EU membership application showed how much success we have had to date. Still, we look upon those recommendations as well-intentioned guidance from our partners on how to further develop our judicial system and the rule of law,” stressed Minister Radovic.
The conference participants agreed that almost every European country encounters evident difficulties in the functioning of their prison systems.
By this token, Minister Radovic pointed out that Montenegro has taken steps to improve all elements of its prison system. The Ministry of Justice and the Government itself will make every effort to strike a balance between the execution of criminal sanctions and respect for human rights, through promoting alternative penalties, training of law enforcement officers and encouraging creativity and sense of social purpose of every prisoner, Minister Radovic announced.
