“...The biggest challenges of introducing and applying the state support system in Montenegro are deriving from the complexity and novelty in the field of state support regulation in general. The EU requirements to Montenegro, as well as general ones, related to the field of state support represent a full application of rules being applied in this area, establishment of independent bodies, approval or prohibition of state support funds and individual state support funds, provision of the return of any illegally granted state support, provision of transparency in government support and development of a comprehensive inventory of all state aid programs. The Ministry of Finance has received and it is still receiving the European Commissions assistance through projects PLAC, TRIM MNE and the Internal Market Accession, thus it is considered very significant from the aspect of attaining the aforementioned objectives and our aspirations in harmonizing the field of state support with the EU standards and strengthening administrative capacity. The implementation of the aforementioned projects has resulted in the development of a number of laws and subordinate legislations, and project experts have provided training and education being funded from the EU funds, thus our associates working in the state support had the opportunity to learn and exchange experiences with their colleagues from other EU countries.
