Report on Evaluation of Deficiencies in DIS Institutions as the Initiation of the Decentralized Implementation System Stage (Second Stage of the Road Map)

Opting for the European integration, and thus setting itself the Decentralized Implementation System of the EU funds, Montenegro has been accepted to undergo the six stages of the European Commission’s (EC) Road Map for the Decentralized Implementation System of the IPA funds in order to obtain accreditation. It is worth mentioning, that the aforementioned tasks include the following stages: Stage 0 - Establishment of the Management and Control System, Stage 1 - Gap assessment, Stage 2 - Gap plugging, Stage 3 - Compliance Assessment, Phase 4 - National Accreditation and Submission of Application for Conferral of Management, and Stage 5 - Preparation for Commission Decision.
