On the proposal of the Prime Minister, Parliament elected a new Finance Minister, PhD Milorad Katnic

docMilorad Katnić was born on 12th December 1977, in Podgorica, where he finished elementary and high school. After enrolling in 1996, he graduated from the Faculty of Economics at the University of Montenegro in 2000, course “Entrepreneurship and Entrepreneurial Finance”. At the same Faculty he obtained a Master’s Degree in July 2005, the topic “Public Debt Analysis and Review”, and Ph.D., in March 2010, the topic “Public Consumption and Economic Growth”.

After graduating, he worked in the Institute for Strategic Studies and Prognoses as a researcher, and subsequently as an analyst.
In the period from 2004 – 2010, he served as a Deputy Minister of the Government of Montenegro, and took part in the implementation of the most significant structural reforms of Montenegrin economy, primarily financial, fiscal and pension system reforms.

He serves as a head of the Working Group and Negotiating team for negotiations on accession of Montenegro to the European Union, in charge of economic and financial Issues and statistics, as well as a coordinator of the Negotiating Team for negotiations on accession of Montenegro to the World Trade Organizations, in charge of financial services area. He is a Counterpart of the Twining Project “Strengthening the regulatory and supervisory capacity of the financial regulators”, funded by the European Commission.

From 2007, he serves as an Alternative Governor of Montenegro to the World Bank, and from 2007 he is a member of the Administrative Board of the Council of Europe Development Bank.

He has been a Lecturer on the Faculty of International Economics, Finance and Business in Podgorica – University Donja Gorica, on the subjects of ‘’Business in the Region’’ and ‘’Public Finance and Economic Development’’. Prior to this, he was a guest lecturer on the Faculty of Economics at the University of Montenegro, on subject of Entrepreneurship and International Economy.

He is an author of a numerous working and scientific papers published nationally and internationally in the area of economic growth, financial crisis, tax systems, public spending, etc.
He took part in a number of professional conferences and study visits both in the country and abroad, related to the public and international finance, macroeconomic policy and economic development.

He is a member of the Board of the Union of Economists of Montenegro and the Center for Young Scientists of the Montenegrin Academy of Arts and Science.
