The Government of Montenegro adopted the Analytic Document on the need to amend the Constitution in terms of reinforcing judiciary independence. This falls, as previously announced, under the Action Plan for meeting the EC recommendations, which recognises independent, professional and reliable judiciary as a field of strategic significance for the country’s future EU integration. The Analytic Document sets out a comprehensive overview of international standards and recommendations, suggesting possible changes in strengthening independence of the judiciary and of the public prosecutor’s office.

Following the implementation of the first cycle of the NATO Membership Action Plan (MAP), the Government adopted the first semi-annual report on the implementation of the Annual National Programme. During this period, Montenegro has continued implementing the overall reforms aimed at further democratisation of its society and meeting priorities of European and Euro-Atlantic integration as well as strengthening relations with its neighbours, bilateral cooperation with its allies and upgrading regional cooperation through the chairmanship of the regional initiatives. Montenegro has also achieved significant results in adapting its defence system in order to meet the NATO membership requirements, the Government concluded.

Considering “Consultation Days,” where the Prime Minister met with a large number of civil and public stakeholders discussing the critical issues for the development of Montenegrin society, the Government adopted a set of conclusions urging relevant departments to fully implement the accepted suggestions.
