‘'We assess with satisfaction a number of positive developments in South Eastern Europe (SEE) in terms of consolidating stability, prosperity, good neighbourly relations, regional cooperation and integration into European and Euro-Atlantic institutions’’, Defence Ministers of the South East European Co-operation Process (SEECP) noted in the joint statement following their meeting in Budva, March 14-15. In addition, they welcomed the continuation of the EU and NATO open-door approach to the region's integration, pointing out the fact that each county’s progress will continue to be assessed solely on the basis of their own achievements.

The statement also addresses the need for further defence sector reform and cooperation among SEE countries in this regard, focusing in particular on efforts to cut defence expenditures and bring about fundamental changes in defence policies, management and practices.

Defence Ministers voiced their strong commitment to strengthening “the conventional arms control regime in Europe on the basis of reciprocity, transparency and host nation consent” and applauded NATO Lisbon Summit’s decision to invite SEECP countries that correspond to NATO’s standards to make a contribution to Euro-Atlantic security and stability.

Furthermore, the ministerial meeting underlined the importance of Regional Cooperation Council in upgrading “regional cooperation and supporting the stability, democracy and development in South East Europe”, recognising the important roles of institutions such as the Centre for Security Cooperation (RACVIAC) and South-Eastern Europe Brigade (SEEBRIG) for Euro-Atlantic integration and maintenance of good relations among Southeastern European nations.

The meeting also commendes SEECP member countries’ contributions to ISAF mission in Afghanistan, reiterating its long term commitment “to a stable Afghanistan in a stable region”.
