General Payment Requirements for the EU Funded Services Contracts
European Union (EU) is committing significant funds fir various projects in Montenegro, the implementation of which is assisting in implementing reforms on the road to EU integration, the Delegation of the EU (Delegation) to Montenegro is currently managing the EU financial assistance, worth above EUR 100 million, covering more than 60 projects of the EU assistance. Terms of Reference is being prepared by the Delegation, together ith the state institutions – beneficiary of a specific project requiring the EU financing.
EU funded projects , envisage the six types of contracts: services, goods / equipment, construction works, framework agreements, twinning and donation. The largest amount of funds is being divided within the contract of services (consultant’s and various expert services), contract on works (infrastructure construction) or purchase of goods, as well as granting of funds based on which the EU is, either in large or smaller amounts, funding projects. Furthermore, depending on the type of contracts (projects), payment requirements differ. When implementing any contract, rules prescribed by the Practical Guide to Contract procedures for EU external actions-PRAG) must be adhered to, and in addition to these, Special and General contractual requirements must be observes as well.
