A special emphasis to this year's conference gave the participation of NATO Secretary General Anders Fogh Rasmussen in the light of stronger future security cooperation of OSCE and NATO. Rasmussen in his speech spoke of his successful stay in Montenegro the day before, as well as of the progress of the entire Western Balkans in the field of defence and security.

Annual Security Review Conference, besides the OSCE member states, brought together representatives of partner countries outside Europe, as well as international organizations that cooperate with the OSCE. In addition to political and security dimensions, the Conference deals with issues of freedom, democracy and human rights in the world.
However, the most important working part of the Conference, which included also the Montenegrin delegation headed by Deputy Defence Minister Drasko Jovanovic, deals with international security challenges and threats, conflict prevention, crisis management and arms control.
