Sector for multilateral and regional trade cooperation and economic relations with the abroad

Sector for multilateral and regional trade cooperation and economic relations with the abroad performs tasks which are related to: nomination, establishment and implementation policy in the field of international economic relations; monitors impacts of trade policy and relevant legislative regulations on international economic relation with the abroad; proposes systematic and other incentive measures for the improvement of economic relations with the abroad, especially for attraction of foreign investments, connects local business associations and business entities with foreign partners, foreign correspondent associations and potential investors; investment policies; proposes measures to encourage investment; proposing, negotiating, concluding and implementation of international economic and trade agreements; coordinates the work of mixed committees and commissions on economic and trade cooperation; negotiations on and monitoring the bilateral economic agreements; coordination of relations with individual countries on issues of monitoring and promoting economic cooperation; manner, control and supervision of foreign trade in weapons, military equipment and dual-use goods (controlled goods); promotion of economic cooperation with Diaspora, the system of foreign trade cooperation with foreign countries, as well as monitoring and proposing measures to liberalize trade in goods and services, membership in international economic and economic associations, cooperation with regional and international economic organizations and institutions, especially with WTO, OECD and other, as well as with other multilateral institutions through programs for promotion of economic cooperation.

Department for policy and foreign trade regime performs tasks which are related to: monitoring and analyzing impact of trade policy and relevant legislative regulations on trade relations with the abroad; preparation and implementation of regulations which are related to goods of a special export, import and transit regime; implementation of procedures and proposing measures for protection of domestic markets against excessive import; elimination of consequences arising from the subsidized export, as well as from import per dumping prices; proposing and participation in making regulations which regulate foreign trade system; monitoring and analyzing impacts of systematic solutions and measures on foreign trade exchange and other areas of economic relations with the abroad; monitoring and analyzing instruments of custom and non-tariff protection; preparation and proposing amendments to the regulations in order to conform with international regulations governing this matter, preparation and proposal of permits / approvals and other administrative decisions regarding the implementation of regulations relating to the regime and protection measures, cooperation with domestic and international institutions and organizations, providing technical assistance to companies in relation to regulations governing foreign trade system.

Department for improvement of investment environment performs tasks which are related to: coordination and cooperation between all relevant ministries on the preparation of new and amending the existing laws relevant for the foreign investments, participation in promotion of Montenegro as an investment destination, establishes cooperation and provides technical and advisory support to domestic and foreign investors; cooperation with MIPA and the Foreign Investors Council; participation in international activities which are focused on encouraging regional investment policy (OECD, RCC etc.), cooperation with other agencies and organizations of state administration, local authorities and businesses for the purpose of implementing the activities aimed at the promotion and realization of investment projects, cooperation with organizations that bring together foreign investors (the Council of foreign investors).

Department of bilateral economic cooperation with abroad performs tasks which are related on: proposing, determining and implementing policy in Montenegro in the field of economic relations, proposing, signing and implementation of international economic and trade agreements within the jurisdiction of the Ministry; participation in the mixed committees and commissions on economic and economic cooperation, negotiation and coordination of international agreements; cooperation with relevant ministries in the work of committees and commissions arising from trade agreements; the exercise of coordination relations with individual countries on issues of monitoring and improving economic cooperation; participation in the preparation of economic meeting state-economic delegation in cooperation with the MFA and other government institutions.

Department for multilateral trade cooperation performs tasks which are related to: cooperation with WTO and other international organization in trade; taking care of international trade agreements; as well as monitoring the work of WTO; proposing and implementation of development strategies and policies for cooperation with international organizations, preparation of draft opinions and participation in negotiations and in sessions of international organizations; preparation of material on the systems and results of external trade of Montenegro which are being provided to these organizations (notification); research studies and data on global economic trends.

Department for regional trade cooperation performs tasks which are related to: monitoring of cooperation with regional organizations and regional initiatives, preparation of free trade agreements with individual countries or groups of countries (CEFTA), preparation of information platform for negotiations and conclusion of agreements for cooperation or participation in regional organizations, monitoring implementation of the concluded agreements, development of trade relations and proposing measures for their improvement.
