Department for general affairs, finances, human resources, logistical and technical support

Department for general affairs, finances, human resources, logistical and technical support performs tasks which are related to: preparation of decision on the rights and obligations of civil servants pursuant to their work employment; participation in making acts of organization and systemization of jobs; establishment of personnel files and conduct of personnel records of civil servants and state employees; use of Personnel Information System; check-in/check-out of civil servants at the relevant funds and other state bodies; prepares proposals for appointment of management at the institutions which are monitored by the Ministry; public procurement; activities which are related to the application of the Law on Free Access to Information; organizes delivery of materials for the Government and its working bodies and the Parliament of Montenegro, as well as publications in the Official Gazette of Montenegro, list of movable and immovable property, accounting and financial affairs, jobs related to the introduction and development of information technology for the Ministry, operational organization of meetings, conferences , seminars, etc.. for the Ministry, preparation of programs and visits of delegations that are visiting the Ministry; preparation of programs and visits of the Minister and the delegation of the Ministry; the organization and acquisition of airplane and other tickets and other documents for travels; keeping required records and records of expenditures and justification material for the expenditures, distributing and archiving documents and objects, typing, and auxiliary work, copying of materials, work-courier drivers, maintenance, compilation of relevant reports and information from the Service operations, management of information system as a support for the work of the Ministry; maintenance of software and databases from the Ministry, maintenance of computer systems, computer networks of the Ministry; participation in creating and maintaining websites and portal of the Ministry; resolving minor hardware and software problems; assist employees in the Ministry regarding the potential of IT, and other activities in accordance with the regulations.


General Affairs Office performs tasks which are related to: participation in development of organizational acts and systematization of jobs; preparation of decisions on establishment of working relation for the civil servants and state employees and decision on rights and obligations of civil servants and state employees pursuant to their work employment; establishing and keeping personal files and conduct of personal records of management civil servants and state employees; cooperation with the Human Resources; monitoring conduct of disciplinary proceedings and their records, procurement, drafting of relevant reports and information in the field of labor relations, preparation of payrolls for the calculation of wages, receipt of mail; register of documents, keeping registers; delivery acts in the work through internal delivery books; distributing documents, archiving, ensuring the records, handling of seals and stamps, courier jobs; keeping the other required records; typing; duplicating materials; transport officers; maintenance and repair of vehicles; car registration.

Human Resources Office performs tasks which are related to: development of human resources, cooperation with the Department for the Human Resources; definition of the development plan and strategic goals of the human resource management in the Ministry; proposes policies on human resource management in the Ministry; coordinates the activities on human resource training; analysis of existing human resources and proposing measures for their improvement; proposing measures to improve employee motivation; participation in the selection of candidates for admission to employment.


Office for finances and accounting performs tasks which are related to: financial- accounting operations; designing and implementation of budget; monitoring the intended use of funds directed for carrying out activities within jurisdiction of the Ministry; making the estimate of funds for the work of the Ministry and financial plans; implementation of all contracts that the Ministry concluded; making the necessary information regarding the condition of financial resources; calculation of salaries of civil servants and state employees, drafting a list of account; cash operations.


Office for the logistical and technical support performs tasks which are related to: management of the information system for the support to the Ministry; maintenance of software and databases under the jurisdiction of the Ministry; maintenance of computer systems and computer networks of the Ministry; participation in developing and maintaining Web sites and portals of the Ministry; resolves minor hardware problems and software to help employees of the Ministry with the information resources; organizes delivery of materials to the Government and its working bodies and the Parliament of Montenegro, as well as publications in the Official Gazette of Montenegro; organizes meetings, conferences, seminars etc. for the needs of Ministry; preparation of programs and visits of delegations that are visiting the Ministry, preparation of programs and visits of the Minister and the delegation of the Ministry; organization and procurement of airplane and other tickets and prepares documents (certificates, assurances and forms) for the implementation of travel, and other documents for the purpose of travelling.
