Meeting Vucinic - Ringheim

Minister of Defence Boro Vucinic received today in a farewell visit the Defence Sector Security Reform (DSSR) Project in Montenegro Morten Ringheim.
DSSR is a project implemented under the Agreement between the Government of Montenegro and the Kingdom of Norway signed on 28 September 2007. The initial phase of this pilot project lasted from November 2007 to June 2008 and Mr. Svend Lilebi was made the Project Manager, with an office in the Ministry of Defence of Montenegro. After completing this phase, Norway has expressed interest to support the project in the next three years and Mr. Morten Ringheim was appointed Main Coordinator. The Norwegian side has provided a budget of around 850 000 euros for DSSR Project.
The main objective of the Project was to provide support to the Ministry of Defence of Montenegro in promoting democratic control of the Armed Forces, strengthening administrative capacities and improving the competence of employees in the defence sector.
During the Project, the Human Resources Management Authority of Montenegro and the Norwegian Institute for Defence Studies (FFI) were also included in its implementation, besides the Ministry of Defence
A system of authorization, authentication and digital certificate was implemented through this project, as well as a system for connecting remote users as systems that further increase the level of secure user connection and operation of information and communication resources. All works and activities were funded by the Kingdom of Denmark, and the current costs are estimated at more than 843 000 euros.
