Montenegro chosen as first beneficiary of Council of Europe’s select LGBT anti-discrimination project
Danilovgrad, Montenegro (2 September 2011) – Montenegro has been chosen as the first beneficiary of the Council of Europe (CoE) project “Combating discrimination on grounds of sexual orientation and gender identity”, Deputy Prime Minister Duško Marković announced at the international human rights conference “Towards Europe, Towards Equality” earlier today.
According to the Council or Europe, Montenegro has been selected as the project beneficiary on account of its sincere and enduring commitment to address the Europe-wide problem of discrimination against LGBT persons. The project seeks to support the select few member states in their efforts to combat discrimination on grounds of sexual orientation and gender identity.
The main objective of the project is to successfully combat discrimination against LGBT population identified by the CoE Committee of Ministers and Parliamentary Assembly as a major pan-European issue.
The project will include: awareness-raising activities among policy-makers, law-enforcement bodies, judiciary and national structures promoting equality about the prohibition of discrimination against LGBT persons, reviews of relevant national legal frameworks, proposals for improvements of existing legislation or drafting of new legislation, and meetings for exchanges of experiences and good practice between the groups identified above.
The project builds upon the CoE Resolution CM/Rec(2010)5 and is based on the 23 June 2011 CoE report on “Discrimination on grounds of sexual orientation and gender identity in Europe.”
It will be carried out by the Council of Europe National Human Rights Structures (NHRS) unit, in consultation with various partners, including the Venice Commission, the European Commission against Racism and Intolerance (ECRI), the OSCE/ODIHR, OHCHR, UNHCR and relevant European Union structures. The active phase of the project should last 28 months, from 1 September 2011 until 31 December 2013.
