Igor Luksic was born on 14th June 1976, in Bar, where he finished elementary and high school. He graduated from the Faculty of Economics in Podgorica, on 10th June 1998, module: Entrepreneurship. At the same institution he obtained a Master’s Degree on 3rd October 2002, on the topic: “Spontaneous Order and Transition” and a Ph.D. on 10th September 2005, topic: “Transition - Process of Achieving Economic and Political Freedoms.”

In the period from June 1998 to February 2000, he worked as an associate in implementing the European Commission’s assistance programme “Obnova” at the Ministry of Foreign Affairs of Montenegro. From February 2000 to January 2001, he worked as international relations adviser at the Democratic Party of Socialists (DPS). In the period from January to May 2001, he performed duties of Secretary at the Ministry of Foreign Affairs. From March 2003 to June 2006, he was an MP at the Parliament of Serbia and Montenegro.

He was elected MP at the Parliament of Montenegro five times (in 2001, 2002, 2006, 2008 and 2009).

In the period from January to April 2003, he was public relations adviser to the Prime Minister. From March 2003 to February 2004, he served as Deputy Minister of Foreign Affairs of Serbia and Montenegro. Since February 2004, he has served five terms as Finance Minister and two terms as Deputy Prime Minister, since December 2008.

During his mandate, he initiated a series of legal solutions and projects aimed at further reforming of the public finance and tax system, improving the business environment, eliminating business barriers, structural reforms, etc.

He was the youngest Minister and Deputy Prime Minister at the Government of Montenegro.

He was appointed Prime Minister on December 29, 2010.

From 2006 to January 2011 he served as Governor on behalf of Montenegro at the World Bank and at the European Bank for Reconstruction and Development. Between February 2010 and February 2011, he acted as Chairman of the Montenegrin Basketball Federation.

He is Docent and Lecturer at the Faculty of International Economics, Finance and Business in Podgorica on the course of Economy and Development and Market Process. During summer semesters of 2004, 2005 and 2006 he was a teaching assistant at the Entrepreneurship module at the Faculty of Economics.

He completed several specialist courses and trainings: “Specialist Course,” Diplomatic Academy of Vienna, 1999; “U.S. Visitor Program,” Washington, 15th March – 1 April 2000, “Summer School of Economics G17,” Belgrade, July 1998, “Visitor leadership program” organised by the French Ministry of Foreign Affairs.

He has participated in a number of conferences, seminars, scientific meetings and he was engaged in various NGO projects in the past.

He is a member of the Committee for Economic Sciences of the Montenegrin Academy of Arts and Science and of the presidency of the Democratic Party of Socialists.

In the fall of 2001, he published a book of poetry and prose “Book of Laughter” and a book entitled "Fear" in November 2011.

He is fluent in English, fair in French and Italian.

He is married to Natasha and has daughters Sofi and Daria and a son Aleksej.
