Government adopts Action Plan for Open Government Partnership initiative

Podgorica, Montenegro (6 April 2012) – The Cabinet adopted the Action Plan for Open Government Partnership (OGP) initiative at yesterday meeting.
The Open Government Partnership is a multilateral initiative aiming to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.
The Action Plan envisages activities aimed at achieving OGP goals in the following five categories: enhancing public services, increasing public integrity, efficient public resources management, creating safer communities and boost corporate responsibility.
In the spirit of promoting the cooperation between the Government and the civil society, which is one of the most important principles of the initiative, the Action Plan was drafted by the Operation Team, comprising representatives of the Government and four NGOs: CDT, MANS, Institute Alternative, and CRNVO.
In addition to drafting the Action Plan, the Operation Team is tasked with evaluation and monitoring of the measures from the Action Plan and quarterly reporting.
The Action Plan will be presented at the OGP Annual Conference taking place in Brasilia, Brazil on 17-18 April.
The OGP was initiated by US President Barack Obama and Brazil’s President Dilma Rousseff. The initiative aims to assist governments in being more transparent, efficient, and responsible.
The partnership was formally launched in September 2011, when the governments adopted the declaration and published their national action plans. As of 20 September 2011, the partnership has 46 member states, whose governments are committed to the principles of the Universal Declaration of Human Rights, UN Convention against Corruption, and other human rights protection instruments.
To become a member of OGP, a country must adopt the Open Government Declaration, which the Government of Montenegro has done, and to deliver the Action Plan drafted in accordance with OGP principles, consult the civil society’s opinion, and deliver independent opinions on the progress achieved through the Action Plan measures.
