DPM Marković: State authorities legally bound to investigate misuse of public funds for political purpose

Podgorica, Montenegro (13 March 2013) – Deputy Prime Minister and Minister of Justice Duško Marković met with Dirk Lange, Head of Unit for Montenegro and Croatia within the European Commission’s Enlargement Directorate, on Tuesday.
The two officials commended the dynamics of developing the action plans for chapters 23 and 24, and the Montenegrin institutions’ efforts in establishing cooperation with EU experts in drafting the action plans.
Constitutional changes, as a requirement for the overall reform of the Montenegrin judiciary, are also essential for the opening of these chapters, Mr Lange stressed. In that context, DPM Marković informed Mr Lange that constitutional changes will be on the Parliament’s agenda during its spring session.
The meeting also discussed the audio recordings from the Democratic Party of Socialists' meetings in 2012. DPM Marković pointed out that it is more important to investigate the misuse of public funds for political purpose rather than to undermine the public confidence in the public administration through the unfounded and groundless political statements, which also harm the country's international reputation. He underlined that the state authorities are legally bound to investigate and prosecute all reported cases and that the Government will fully support any initiative in establishing responsibility for any act of abuse of funds for political purposes.
DPM Marković also informed Mr Lange about employment programmes and projects in Montenegro, in particular about the current vocational training programme, which gave 4 211 graduate students the opportunity of a nine-month paid training programme. The only criterion for better positioning in the programme was their success in studies, according to which the users were automatically assigned to employers. He added that all programs and projects from the government’s agenda are being implemented on the basis of statutory and public criteria, with equal treatment of all citizens, regardless of their political or any other affiliation.
