Finance, transport ministers of Montenegro meet with Turkish consortium, discuss high-way project

Istanbul, Turkey (9 April 2013) – Minister of Finance Radoje Žugić and Transport and Maritime Minister Ivan Brajović met yesterday in Istanbul with the representatives of the Turkish DOGUS-GUSLAN consortium for talks about the Bar-Boljare high-way project in Montenegro.

The talks focused on the priority section of the planned high-way (Podgorica-Mateševo), for which the consortium has voiced their interest.

The ministers explained that the Government of Montenegro is discussing the high-way project with a number of high-profile companies and they elaborated on the basic criteria that guide the Government in choosing the partner for this project. Those are primarily related to the financial sustainability of the offer in regard to Montenegro’s budget, time-frame for carrying out the project, and the partner’s references.

The Turkish side reiterated their flexibility as regards the model of cooperation on this project, welcoming the possibility of arrangements that would include property and/or mining concessions. The two sides agreed that such an agreement could be beneficial as it would lead to a reduced fiscal exposure of the state in this project.

The DOGUS-GULSAN consortium is made up of renowned Turkish companies specialising in construction, who have a great experience and know-how in the area of building roads, metros, and other transport infrastructure projects. Their latest projects include the Sofia, Bulgaria metro and the international airport in Kiev, Ukraine.
