Montenegrin and German officials dicsuss judical coperation in Berlin

Berlin, Germany (4 June 2013) – Deputy Prime Minister and Minister of Justice Duško Marković met with German Justice Minister Sabina Leutheusser-Schnarrenberger in Berlin earlier today.

Referring to Montenegro’s judicial reform, DPM Marković put special emphasis on continued training programmes for the judicial personnel on issues related to new legal solutions and implementation of new legal institutions and mechanisms. In that regard, the meeting stressed the successful cooperation with the IRZ foundation.

The two justice ministers pointed out the importance of the projects the Montenegrin Justice Ministry is implementing in cooperation with German experts through twinning projects referring to the prison system’s reforms and strengthening anti-corruption measures.

The meeting also addresses new legal institutions introduced into Montenegro’s legal system, namely the institutions of notaries and bailiff, and commended Montenegro’s efforts in that area.

During his stay in Berlin, DPM Marković met with Gunther Krichbaum, President of the Bundestag Committee on EU Affairs, for talks on the EU agenda of the Western Balkans. The meeting welcomed the efforts and initiatives aimed at reinforcing regional cooperation in the fields of common interest of the countries.

Germany will continue to support Montenegro’s demanding journey towards achieving European values and standards, Minister of State at Federal Foreign Office of Germany Michael Geor Link  said at today’s meeting with the Montenegrin Deputy Prime Minister.

Both sides agreed that the European Commission’s new approach, which envisages the early opening of the most demanding chapters, is very beneficial for a candidate country as it, at the very beginning, faces the major challenges in strengthening the rule of law and combating corruption and organised crime.

They also highlighted that the enlargement process, when it comes to Montenegro, is going in the right direction, and that the dynamics of the accession process depends on Montenegro’s capacities to timely notice weaknesses and address them effectively.

During his official visit to Germany, DPM Marković also met with President of the Bundestag Committee on Legal Affairs Siegfried Kauder.

The two officials discussed the reform of Montenegro’s legislative framework, particularly referring to specific legal mechanisms such as the Law on Protection of Victims of Criminal Acts, as Montenegro is the first country of the region to introduce such a mechanism into its legal system. They also agreed on practical steps for cooperation through training programmes for judicial offices’ holders regarding the enforcement of this law.

Mr Kauder commended the improvements Montenegro made in strengthening access to justice for the most vulnerable population and in safeguarding human rights of RAE population, LGBT persons and displaced and internally displaced persons.

It is important to increase public confidence in public institutions, especially in the judiciary, which is also an important link in strengthening the rule of law, the two officials underlined.
