In that regard, the College approved negotiating positions for the opening of negotiating chapters 23 - judiciary and fundamental rights, and 24 chapters - justice, freedom and security.

Therefore, it welcomed the adoption of the sub-constitutional legislation, marking the beginning of the implementation of action plans for chapters 23 and 24.

The meeting concluded that the opening of chapters 23 and 24 is expected to accelerate the opening of negotiations in other areas, which will have a positive impact on the dynamics of Montenegro’s EU accession process.
