PRESS RELEASE BIDS FOR PROJECT TPP “PLJEVLJA”- BLOCK II HAVE BEEN OPENED
Today, in the Ministry of Economy of the Government of Montenegro, bids for realization of the Project Block II – TPP “Pljevlja” have been publicly opened. Besides representatives of commission from EPCG, Coal Mine and Ministry of economy, opening of the bids was, according to previous invitation to interested partners, attended by representatives of the companies and consortiums: Consortium from Poland (POL-MOT, Alstom, Foster Wheeler); China Gezouba Group International Engineering Company (CGGC); TBEA Shenyang Transformer Group Co., Ltd.; Rosatom Overseas; Powerchina Hubei Electric Power Survey & Design Institute; Skoda Praha; Istroenergo Group IEG Slovakia-SES Tlmace; China National Electric Engineering Co. Ltd. (CNEEC); China Machinery Engineering Corporation (CMEC).
Received bids must be in line with plan and technical requirements for building of Block II of TPP “Pljevlja”. New unit should be of power capacity between 220 – 300MW, on location of existing unit TPP “Pljevlja” – I. Net electric efficiency of Block II cannot be lower than 38%, while the project provides necessary district heating for Pljevlja. The new block will suit all the most demanding conditions of modern technology and environmental protection according to EU and Montenegrin norms. The plan is to implement the Project through an interstate agreement with the obligation of the bidder to provide credit instruments or to, in a certain percentage with the financing of the project, offer the option of joint venture – to be industrial and financial partner of EPCG for realization of the Project (as shareholder or something similar).
Evaluation of bids will be done in several steps. In multiple stages of preliminary screening, technical ranking of the bidder and total economic-financial conditions of the bids will be judged, taking into account necessary precondition of bidder’s availability to become industrial partner of the initiative. Finally, evaluation will give the best bidder, and after the final discussion and decision that will be undertaken by the Board of Directors of EPCG, if the company will decide to proceed, a Contract on construction will be finalized and realized once all final conditions are met, both for EPCG and for partner
In the meantime, it is necessary to fulfil certain requirements, like international agreement which would allow EPCG an approval of the Contract without formal tender. Also, depending of the offers, possibility of making special laws will be considered, which would monitor and accelerate the implementation of the project and the possibility of integration of Coal mines and TPP “Pljevlja”, which would ensure a long-term supply of electricity to customers and continuity of production.
By constructing Block II of TPP “Pljevlja” a strategic goal in energetics would be achieved – providing electro energetic independence of the state, elimination of actual deficit of electricity, improving security of supply of consumers, and improving stability and sustainability of electro energetic system of Montenegro.
