Montenegro makes notable progress towards endorsing Council of Europe's recommendations

Podgorica, Montenegro (17 November 2014) -- Montenegro has made evident progress in relation to all the recommendations from the previous Council of Europe's report since the last visit of the PACE monitoring co-rapporteurs, Kimo Sasi and Terry Leyden, co-rapporteurs of the Monitoring Committee of the Council of Europe, underlined at today’s meeting with Montenegro’s Deputy Prime Minister and Justice Minister Duško Marković.
DPM Marković commented on Montenegro’s key activities and reforms towards strengthening the rule of law, fight against corruption and organised crime, as well as the protection and promotion of human rights, focusing on the results that have been achieved over the past half-year period.
He informed the co-rapporteurs about legislative activities that are in the final preparation stages and are related to strengthening independence, accountability and efficiency of the judiciary, corruption prevention and stronger regulation of conflicts of interest. He also spoke about a set of laws and institutional measures aimed at strengthening the fight against corruption and organised crime, as well as the drafting of the law on criminal proceeds management, which completes the legislative framework in this area.
As to protection and promotion of human rights, DPM Marković informed the co-rapporteurs about the drafting of the Law on the Ombudsman and the amendments to the anti-discrimination legislation.
The meeting positively assessed the third Podgorica’s pride parade as an important indicator of the results achieved in strengthening human rights. The meeting also commended the procedure of adopting laws in Montenegro, especially the transparency and broad public debate involving all stakeholders in the stages that precede the preparation of the final draft.
In order to monitor the fulfillment of the Council of Europe’s obligations, the co-rapporteurs will prepare a monitoring report, which will be adopted at the PACE plenary session scheduled for January 2015.
