Public call for NGO proposals of candidates for the IPA Sectoral Monitoring Committee for the Operational Program - Regional Development 2012-2013

Pursuant to Article 9 of the Decree on the Manner and Procedure of Establishing Cooperation Between the State Administration Authorities and Nongovernmental Organizations (Official Gazette of Montenegro No. 7/12), the Ministry of Sustainable Development and Tourism announces

PUBLIC CALL
for NGO proposals of candidates for the IPA Sectoral Monitoring Committee for the Operational Program - Regional Development 2012-2013

The Ministry of Sustainable Development and Tourism calls nongovernmental organizations engaged in the activities of environmental protection and implementation of projects from the environmental domain, to participate in the process of selection of one representative in the IPA Sectoral Monitoring Committee for the Operational Program - Regional Development 2012-2013.

A nongovernmental organization may propose only one candidate for the IPA Sectoral Monitoring Committee membership.

Several NGOs may propose the same candidate.

A nongovernmental organization may propose a candidate for the IPA Sectoral Monitoring Committee membership provided it meets the following requirements:
- it is registered in the official Registry of NGOs prior to announcement of the public call,
- activities and objectives from the environmental domain are included in its Memorandum of Association and Articles of Association,
- it has realized one project or activity from the above domain in the previous year,
- it has submitted a tax return for the previous fiscal year (balance sheet and income statement) to the relevant tax authority,
- more than a half of members of the NGO management are not members of bodies of any political parties, state officials, executives or public servants.

An NGO candidate for a member of the Sectoral Monitoring Committee can be a person who:
- is a Montenegrin citizen, residing in Montenegro,
- possesses relevant knowledge of environmental issues,
- is not a member of any political party, and is not a public official, executive, public servant or employee with the state administration.

An NGO shall be obligated to submit the following documents accompanying its proposal for the candidate:
- copy of the certificate of registration with the Registry on Nongovernmental Organizations,
- copies of its Memorandum of Association and Articles of Association,
- review of projects and activities realized in the previous year related to the environmental issues,
- copy of the certificate on the tax return filed with the relevant tax authorities for the previous year,
- statement made by a person authorized for representation and acting on behalf of the NGO that more than a half of members of the NGO management are not members of bodies of any political parties, state officials, executives or public servants,
- photocopy of the identity card or other document proving the identity of the candidate for a member of the Sectoral Monitoring Committee,
- CV of the candidate with data related to his/her former experience gained in the field of environmental issues,
- statement made by the candidate that he/she is not a member of bodies any political parties, a state official, executive or public servant,
- statement made by the candidate that he/she accepts the candidature for a member of the IPA Sectoral Monitoring Committee.

The deadline set for submission of proposals shall be 8 days from the date of announcement of the public call.

Documentation required under the public call shall be submitted to the record office of the Ministry at the following address:

“Proposal of a candidate for the membership of the IPA Sectoral Monitoring Committee p for the Operational Program- Regional Development 2012-2013”.

Proposal of a candidate for the IPA Sectoral Monitoring Committee membership shall be taken into consideration solely if accompanied by required documentation and submitted within the set deadline
