Montenegro ranked semi-consolidated democracy in Freedom House’s Nations in Transit report

Freedom House has issued a report ranking Montenegro as a semi-consolidated democracy, with a total democracy score of 3.89 out of 7 points. The report evaluates democracy scores and regime ratings based on a scale of 1 to 7, with 1 representing the highest level of democratic progress and 7 the lowest.

The report stated that Montenegro has made a little progress regarding European accession process, particularly emphasising the efforts made in establishing efficient institutional and legislative framework. It also addressed the issues related to the electoral process, national and local democratic governance, independent media, judicial framework and independence, civil society and corruption. 

Freedom House’s Nations in Transit report entailed the situation in the aforementioned categories in 29 countries, noting that 13 among them were rated as democracies, 6 as transitional regimes, and 10 as authoritarian regimes. It also stated that the average democracy score declined in 2014, with 12 countries suffering downgrades.
