DPM Marković issues decision revoking Decision on registration of Ravnogorski Movement in Montenegro

Podgorica, Montenegro ( 9 May 2016) -- Deputy Prime Minister and Head of the Ministry of the Interior Duško Marković issued a decision revoking the Decision of 18 April 2016 on the registration of the Ravnogorski Movement in Montenegro in the Register of non-governmental organisations.

The decision on the registration of the Ravnogorski Movement was passed without the knowledge of the Head of the Ministry of the Interior, who, after having been informed about the decision, started the procedure to determine the circumstances under which it had been issued. It was found out that the decision had not been passed in compliance with the regulations and that it had not been signed by the Head of the Ministry.

Furthermore, after having been informed about the registration of the Ravnogorski Movement, the public filed a request to the DPM Marković to revoke the decision or ban the work of NGO, as its functioning is contrary to the Constitution of Montenegro.

Article 259, Paragraph 1 of the Law on General Administrative Procedure stipulates that the executive decision can be revoked if it is necessary to avoid serious and imminent danger to life and health, public security, public peace and order or public morals, or to eliminate disturbances in the economy, provided that the public interest cannot be successfully protected by other means without impinging upon the acquired rights.

In addition, the organisation advocates an ideology that is contrary to the Constitution of Montenegro and poses a threat to the independence, sovereignty, constitutional order, public peace and order, and public morals.

Given all of the above, as well as the duty to protect the public interest because the existence and activities of the organisation would cause socially harmful consequences, the Deputy Prime Minister and Head of the Interior Ministry issued a decision on revoking the Decision on the registration of the Ravnogorski Movement.
