Minister Brajovic met with his Albanian and Kosovo counterparts

The Ministers of Transport of Montenegro, Mr. Ivan Brajović; Kosovo, Mr. Lutfi Zharku and Albania, Mr. Edmond Haxhinasto, have met today in Shkodra, Albania, to coordinate work on the joint action plan of the respective countries in enhancing connectivity in the WB6 region, through the implementation of a set of regional and national “soft measures” in order to have a productive high-level Summit, on 4 July in Paris, as part of the Berlin Process.

During the meeting in Shkodra, the parties agreed that immediate efforts will go towards bringing down the non-physical barriers, known as the "soft-measures", a key and non costly element for improving the connectivity within the Western Balkans and between the Western Balkans and the European Union. These measures address two main issues, the opening of the transport market and creating a competitive, reliable and safe transport system. When it comes to the national soft measure in relation to the cross-border cooperation, Montenegro and Albania have committed to sign four official protocols of cooperation, arising from the Agreement on Rail Transport between the two countries, before the Paris Summit.

On the Ministers' agenda was also the "One stop shop” initiative, a model of success applied between Montenegro and Albanian some years ago, which unifies the border cross of two countries in one, allowing for faster processing times of passengers and goods. Ministers have committed to expand the model with Kosovo, Macedonia and jointly call upon the EU for a WB6-EU member countries application of the model. This initiative has in earlier meetings been supported by the Commissioner for Transport, Violeta Bulc, and Enlargement Commissioner Johannes Hahn.

The Transport Community Treaty, pursuant to the requirements of the European Community, was another outcome of this informal meeting, on which the parties committed themselves to provide stronger support for finalising and initialling it, before the summit in Paris.

The parties also discussed on the need of a regional coordinating mechanism to further accelerate the work for the implementation of the Vienna Summit objectives (summit of heads of governments of Western Balkans, Vienna, August 2015) and to mobilize investments for the core network projects.
