Ministry of Interior's announcement regarding plaque indicating Republic of Kosovo on Montenegrin territory

Police officers of the Department of Security Rožaje and the Department of border security Rožaje, in charge of border control and determination of possible violations of the state border, yesterday became aware of placing the plaque with the coat of arms of the Republic of Kosovo, descriptions "Republic of Kosovo" and "Welcome", as well as the flag of the Republic of Albania. The aforementioned plaque and flag were placed on the territory of Montenegro, between the border crossing Kula (Montenegro) and border crossing Savine vode on the Kosovar side.

In order to determine the facts and the existence of violations of the state border, police officers have taken all measures in consultation with the competent basic state prosecutor, including the removal of the plaque and flag.

Ministry of Foreign Affairs and European Integration of Montenegro is informed about this issue, as well as the competent authority for resolving border incidents and violations of the state border, in order to resolve violations of the state border through diplomatic channels.

Later the same day, where plaque and flag were placed, patrol of the Department of border security Rožaje caught and identified persons who informed police officers that they were there to record the television story on border demarcation.

Police officers of the Department of border security Rožaje warned them that they were on the Montenegrin territory and that for such activity they must request and obtain permission of the competent Montenegrin authorities, after which they left.

The agreement on the state border between Montenegro and Kosovo is signed on 26 August 2015 in Vienna, after three years of negotiations between border committees. In accordance with Article 12 of the signed agreement, Montenegro and Kosovo have pledged that they will confirm or ratify this agreement in order to become effective.

The Parliament of Montenegro, at its session of 28 December 2015, adopted the Law on Ratification of the Agreement expecting that the Assembly of Kosovo confirms or ratifies it.

The independent international expert commission, composed of representatives of the United States, Great Britain and Germany, engaged by the former President of Kosovo in order to assess the demarcation process with Montenegro, concluded on 29 March 2016 that irregularities in the demarcation process and irregularities on the legal and technical aspects haven't been found.
