Cabinet Session: Protection of journalists, industrial policy, lifelong career guidance, hydrocarbon exploration

Podgorica, Montenegro (30 June 2016) – At the beginning of today's Cabinet session, Prime Minister Milo Đukanović congratulated Deputy Prime Minister Azra Jasavić and Minister of Agriculture and Rural Development Budimir Mugoša on their new appointment and wished them successful work, expressing hope that all Government members would feel like they are part of a team dedicated to the good and prosperity of Montenegro and that they will achieve common interests: short-term – that the government of electoral confidence reduces mistrust of the electoral process; long-term – to increase understanding of political tolerance and continuous work on all the issues concerning democratic and economic development of the country.

It was noted that the Prime Minister would lead the Ministry of Foreign Affairs and European Integration until a new minister is chosen. 

The Government of Montenegro adopted the Decision on establishment of the Commission to monitor the competent authorities in investigating cases of threats and violence against journalists, murders of journalists and attacks on media property. The Decision provides for the formation of the Commission for a two-year term and the possibility of extension for two more if the Government deems it necessary. The Prime Minister said that, aside from the family Jovanović, the Government has the greatest interest, greater than all the structures in society, to investigate and solve the murder of Duško Jovanović. Deputy Prime Minister Azra Jasavić said that the Decision is not complete because in the Commission's work are not involved all the subjects that should be involved, while the Minister of Justice Zoran Pažin noted that the Decision was not well prepared and legally consistent. The Government adopted the conclusions that impose reformulation of some text. 

The Government also adopted the decision to offer million EUR for information that would lead to the identification and prosecution of perpetrators of the murder of Duško Jovanović, editor in chief of the daily Dan.

The Government adopted an industrial policy until 2020, with the Action Plan for its implementation. It is a strategic document for the development of the economy competitiveness, as a key basis for changes that will allow the creation of new jobs, higher incomes and living standard and create development opportunities for future generations. This document develops a framework for increasing the gross value added, employment, export, and it addresses the issues of regional development and the structural alignment of the economy. The priority of industrial policy is to encourage the growth and development of enterprises, more efficient use of available resources and development of the necessary infrastructure.

The Strategy of lifelong career guidance (2016 - 2020) was also adopted. The priority areas defined by the Strategy are to raise awareness and knowledge about the need for lifelong learning and career development, empowerment of policies for career guidance at the system level, the strengthening of career guidance for employed and unemployed. The implementation of the planned activities will establish a systematic approach in this area at the national level.

The Government adopted information on the implementation of priority projects in the energy field relating to the exploration and production of hydrocarbon in offshore of Montenegro, the construction of small power plants and wind farms Krnovo and Možura. The document contains updated information on the progress of procedure for the adoption of acts which give the right to exploration and production of hydrocarbons to the company Energean Oil & Gas.

The consolidated report on the system of internal financial control in 2015 was also adopted. In order to further develop this system, the Government adopted a series of conclusions with specific responsibilities of authorities and institutions.

The Government adopted the information on the possibilities of establishing cooperation in the field of infrastructure projects with the Republic of Azerbaijan and established an expert negotiating team that should open negotiations with Azerbaijani representatives regarding construction of the part of fast traffic road along the coast and the bridge over the strait of Verige. 

The social programme for solving the problem of excess employees in Adriatic Shipyard Bijela was also adopted.

On the proposal of the Ministry of Economy, the Government considered the initiative to begin proceedings to review the constitutionality of the Law on Debt Settlement for workers of the Aluminum Plant, which are, due to the bankruptcy of the company, entitled to the pension.. 

The Government did not accept the proposal of the Ministry of Finance to withdraw from Parliament the Draft Law on Amendments to the Law on Value Added Tax.
