College for negotiations with EU: Negotiations success – constant of Montenegrin road towards EU

Podgorica, Montenegro (21 July 2016) – College for negotiations on Montenegro's accession to the European Union, chaired by Prime Minister Milo Đukanović, held today its regular session and discussed the results achieved so far, as well as dynamics of implementation of this year's commitments in the areas of rule of law, respecting chapters 23 (Judiciary and fundamental rights) and 24 (Justice, freedom and security), and the reform process in chapters 8 (Competition) and 27 (Environment), as well as other issues within its competence.
The College assessed that during the last period Montenegro successfully implemented reforms, which resulted in the recent opening of negotiations in chapters 12 and 13, and that the success of the negotiations represents a constant of Montenegro's path towards EU membership. In this context, the College considered this year's commitments concerning the chapters' opening, as well as the temporary closing of those chapters where good degree of compliance with European regulations and standards exists. In this regard, the College welcomed the clear support of the EU to the Western Balkan countries in implementing reforms and approaching to the membership, which is clearly shown during the recent summit in Paris, which reflects the priorities of the current Slovak presidency of the Union.
The College emphasised that during the previous period domestic legislation is fully harmonised with the EU acquis and international standards, and that the number of personnel increased in the newly established institutions necessary to achieve measurable results. It was noted that the measures from the action plans for chapters 23 and 24 are carried out in accordance with defined deadlines, and that quality solutions are already yielding positive results in practice. The College highlighted the importance of the timely fulfillment of interim benchmarks and concrete results that Montenegro achieved in the fight against corruption and organised crime.
During the discussion of the current and planned activities in the legislative and institutional part in chapters 8 (Competition) and 27 (Environment), the College is informed that every effort is being taken towards meeting the conditions for the opening of these two chapters in the future. It was concluded that the quality work of relevant institutions in the field of environment during the previous period resulted in the development of the final draft of comprehensive Strategy for harmonisation of legislation with the EU acquis in this area. The College considered the Draft Strategy and expressed the hope that the Government, after receiving the opinion of the European Commission, will adopt this document as soon as possible which will meet the initial scale and create the conditions for the opening of this chapter. Further progress is noted regarding the implementation of the obligations of Chapter 8, as part of the harmonisation of national legislation with the EU acquis, as well as in terms of providing new institutional framework for the control of state aid award.
Alongside the College members – Deputy Prime Ministers Duško Marković , Vujica Lazović, Rafet Husović, Azra Jasavić and Milorad Vujović, Chief Negotiator Ambassador Aleksandar Andrija Pejović and Chief Political Adviser to the Prime Minister Milan Roćen; ministers of Justice, Internal Affairs, Finance, Economy and Sustainable Development and Tourism, Zoran Pažin, Goran Danilović, Raško Konjević, Vladimir Kavarić and Branimir Gvozdenović, as well as the presidents of the Supreme Court and the Judicial Council, Supreme State Prosecutor and Chief Special Prosecutor Vesna Medenica, Mladen Vukčević, Ivica Stanković and Milivoje Katnić also attended the session.
