Cabinet session: Integration of persons with disabilities, non-proliferation of weapons, waste water treatment, health insurance
Podgorica, Montenegro (9 September 2016) – The Government of Montenegro at today's session adopted a Strategy for the Integration of Persons with Disabilities in Montenegro from 2016 to 2020 and adopted an action plan for its implementation in 2016 and 2017. The Strategy identified seven key areas of action, namely: accessibility, participation, equality, employment, education and training, social protection and health. Special emphasis is put on the results of the previous strategy, the existing legal framework and the current situation of persons with disabilities in Montenegro, identifying strategic objectives in each area and concrete measures and actions to achieve them. The adoption of the Strategy improves the situation of persons with disabilities and establishes the broadest legal framework for policy in this area, in accordance with the social model of disability.
Deputy Prime Minister Azra Jasavić expressed opinion regarding this issue.
The Government also adopted Strategy of non-proliferation of weapons of mass destruction for the period from 2016 to 2020, which established the general framework and guidelines for activities of Montenegro in the direction of prevention and combating the proliferation of weapons of mass destruction. The strategy defines the model of coordination of activities at the national level and establishes cooperation with other countries and international organisations and bodies for the successful and comprehensive dealing with this complex international phenomenon.
In order to harmonise waste water treatment with EU legislation, the Government adopted the Draft law on urban waste water treatement.
The law represents a regulatory framework that contains the basic objectives in terms of deadlines for establishment of collection systems and systems for waste water treatment, defining the obligations of the establishment which provides a high level of compliance with the EU acquis. In the discussion it was pointed out that the proposed law would achieve the comprehensive protection of water and soil, as the recipient of waste water.
The Government established the Draft Law on Amendments to the Law on Health Insurance. The main reason is that the implementation of the new Law, based on the principles of solidarity, obligation and equality of the users in exercising their rights under the compulsory health insurance, noticed some technical uncertainties, which may cause inadequate implementation of certain provisions.
