Cabinet adopts Draft Law on International and Temporary Protection of Foreigners

Podgorica, Montenegro (15 September 2016) – In the context of harmonisation of national legislation with EU regulations in the field of asylum, the Government of Montenegro enacted the Draft Law on International and Temporary Protection of Foreigners. The adoption of this law in Montenegro will establish an efficient and uniform asylum system, which guarantees foreigners seeking international protection, as well as in the EU, an equal chance of success in the proceedings and the same treatment. The new Law implements the standards of international humanitarian law and human rights standards into admissions policy, in accordance with the need to create a safe and dignified environment for asylum seekers, as well as to discourage any kind of abuse of the asylum system.

The Government also adopted tenth quarterly report on the overall activities in the process of integration of Montenegro into the European Union for the period April – June 2016.

The Government adopted the Regulation on amendments to the Regulation on the method of marking names of settlements, streets, squares and buildings, as well as contents and manner of keeping records, which promoted the legal basis for all databases on citizens which contain their address.

The Government also discussed and adopted Information on the construction of secondary vocational school in Golubovci, with a proposal to conclude the settlement in the process of restitution of property to former owners. On this occasion, the Government affirmed that the Protector of Property Law Interests of Montenegro concludes the settlement with the former owners of real estate on which the school is planned, in a compensation amount according to the assessor's discretion of 18 April 2016.

The Government discussed the compensation to the owners of cattle that have been killed as a result of outbreaks of lumpy skin disease. Based on the material prepared by the Deputy Prime Minister Petar Ivanović – agreed by the Minister of Agriculture, except with certain conclusions – the Government stated: that the damage must be compensated to any affected owner; the damage will be compensated through the purchase of thoroughbred cattle, with the possibility of financial compensation only in cases where the owner does not have conditions for growing purebred cattle; the payment will be made from the budget of the Ministry of Agriculture and Rural Development and that the special committee conducts a procurement procedure of thoroughbred cattle and their distribution, or, exceptionally, financial compensation, according to criteria to be determined.

On this occasion, the Government commissioned relevant departments, in cooperation with the General Secretariat and in accordance with agreed principles, to determine the proposed conclusions until next session.

Deputy Prime Minister Milorad Vujović and Ministers Raško Konjević, Goran Danilović and Boris Marić left the session on the grounds that the material on this subject should be submitted by the Ministry of Agriculture and Rural Development.
