Montenegro's Cabinet Session

Podgorica, Montenegro (15 December 2016) – The Government of Montenegro, at today's session, adopted the Decision on the Energy Balance of Montenegro for 2017. The Decision includes electricity, coal and oil products balances, as well as measures to achieve established projections. The officials, among other things, highlighted the positive step forward in the electricity balance, because the production of 3,359 GWh at the plant gate is planned, which is more than estimated production in the current year to 9.8 percent.

When it comes to renewable energy sources, Prime Minister Duško Marković pointed out that Montenegro has achieved the necessary level of production capacity in that area, which is required in the EU integration process.

The Prime Minister stressed that he will ask the Deputy Prime Minister for economic policy and financial system and Minister of Energy that the Government monitor the whole energy complex, in order to avoid that certain businesses – majority-owned by the state for the sake of increasing their own benefits – cause losses to other state companies.

In accordance with its obligations under international law, domestic constitutional and legal norms, the Government adopted the Strategy for the Protection of Persons with Disabilities from Discrimination and the Promotion of Equality for the period 2017-2021 with the Action Plan for 2017-2018. The Strategy deals with the implementation of policies to protect the rights of persons with disabilities from discrimination and promotion of equality with other persons, with defined measures and activities to ensure full protection of persons with disabilities from discrimination in all spheres of life.

The Government considered and adopted the Information on the Implementation of Partnership Goals in 2016. In 2016, Montenegro continued implementation of PARP programme, as one of the mechanisms of the Partnership for Peace, which is, among other things, used to guide and assess defence and military reform progress. It was noted that Montenegro has made significant progress in defence reform process which was the conclusion of the NATO Force Planning Directorate of the PARP in the report in June 2016.

As part of the implementation of the Immigration law, the Government adopted the Decision on the application form, the format and content of immigration booklet.

At today's session, the Government adopted the Second Report of the Expert Group of the Council of Europe GRETA on the Implementation of the Convention on Action against Trafficking in Human Beings in Montenegro and tasked the relevant authorities to take timely actions to implement the recommendations and conclusions from the Report.

Having regard to the personnel changes in the composition of the 41st Government, with the aim of vocational guidance and monitoring activities relevant to the preparation and implementation of investment projects in the field of infrastructure, the Government adopted the Decision Establishing the National Investment Commission, chaired by Prime Minister Duško Marković.

In the context of human resources, the Government appointed Srđan Kusovac as the Adviser of the Prime Minister – Head of the Public Relations Service. Mirjana Ivanović and Ljubo Knežević were also appointed as the Prime Minister's advisers.

Expressing the continuity of Government's policy and its strong and unified support to the human rights of everybody, including the LGBT community, the Government decided that ministers Mehmed Zenka and Janko Ljumović participate in the Pride Parade on Saturday.
