Montenegro's Council for Privatisation and Capital Project approves 2017 Draft Privatisation Plan

Podgorica, Montenegro (21 February 2017) – At today's session, chaired by Prime Minister Duško Marković, Montenegro's Council for Privatisation and Capital Projects approved the 2015 Draft Privatisation Plan and forwarded it to the Government for consideration and adoption.

The 2015 Draft Privatisation Plan, based on suggestions from relevant departments and the Council’s tender committee, sets out objectives and methods of privatisation, companies and capital for privatisation, terms and conditions for their implementation. The main objectives are to boost competition and efficiency of companies, encourage foreign investment and entrepreneurship, stimulate economic growth, create new jobs and improve the living standards of the citizens.

The document envisages the sale of shares and assets by public tender, as follows:

I. According to the Decision of the Council, implementation of the published tenders for privatisation of the following companies shall continue:
1. AD "Montecargo" Podgorica; and
2. "Port of Bar" – AD Bar;

II. Pursuant to the decisions issued by the Council, preparation and implementation of public tenders for the following companies and assets shall continue:
3. Institute "Dr Simo Milošević" – Igalo (sale of shares and /or capital increase);
4. HG "Budvanska Rivijera" – Budva (sale of shares after the restructuring);
5. HTP "Ulcinjska Riviera" – Ulcinj (sale of shares and /or capital increase and /or valorisation of part of the property);
6. "Institute of Ferrous Metallurgy" – Nikšić (sale of shares and /or capital increase after the restructuring);
7. "Marina Bar" – Bar (sale of shares); and
8. "Castello Montenegro " – Pljevlja (sale of shares).

III. Tourist sites or companies to be valorised through the public-private partnership:
1. VTK "Mediterranean" - Žabljak;
2. Donja Arza – Herceg Novi;
3. Tourist complex “Ecolodge” – Vranjina, municipality of Podgorica;
4. Kolašin 1600, Bjelasica and Komovi – Kolašin; and
5. Locality Buljarica – municipalities of Bar i Budva.

IV. The 2017 Draft Privatisation Plan also envisages that the relevant tender commissions continue regular activities on an analysis of the current situation and the preparation of tender documents, in accordance with the procedure for selecting investors for long-term lease for the valorisation of the following locations or companies:

1. Velika plaža, municipality of Ulcinj – tourism valorisation through development, construction, financing and management of exclusive tourism complex and long-term lease of land on the beach;
2. Ada Bojana, municipality of Ulcinj – tourist valorisation of the site through the development, construction, financing and management of exclusive tourism complex and long-term lease of the island Ada;
3. Location between Njivice and Sutorina River mouth, municipality of Herceg Novi;
4. Military-tourist complex "Bigovo-Trašte", municipality of Kotor;
5. Locality under the State Study for the Location "Sector16" in Kotor, envisaged for nautical-tourism complex (NTC Marina Kotor), municipality of Kotor;
6. Bay Masline – Utjeha for cape Odrač, municipality of Bar;
7. Military-tourist complex "Ostrvo cvijeća" and Prevlaka land, municipality of Tivat;
8. Barracks "Gornji Klinci", municipality of Herceg Novi;
9. Warehouse "Morinj", municipality of Kotor;
10. Warehouse "Dobre vode", municipality of Bar;
11. Warehouse "Kopita", municipality of Kolašin;
12. Motel Šas with Vladimir economy, municipality of Ulcinj;
13. Ski Resort "Savin kuk", municipality of Žabljak;
14. Locality "Kabala for", municipality of Herceg Novi;
15. Tourist valorisation of the sites covered by the Special Purpose Spatial Plan "Bjelasica and Komovi" Cmiljača, municipality of Bijelo Polje;
16. Kraljičina plaža (Dubovica 1), municipalities of Bar and Budva; and
17. Locality "Dobra luka", municipality of Herceg Novi.

V. The Draft Plan envisages – on the proposal of the State of Montenegro, Fund for Pension and Disability Insurance Fund of Montenegro, Employment Agency of Montenegro and the Investment and Development Fund of Montenegro – the sale of following companies' shares through the stock exchange:
1. AD "Papir" – Podgorica;
2. AD "Agrotransport" – Podgorica;
3. HTP "Berane" AD – Berane;
4. AD "Dekor" – Rožaje;
5. AD "Metal produkt" – Podgorica;
6. AD "Montenegroturist" – Budva;
7. "Izgradnja" AD – Kotor; and
8. "Crnagoracoop" AD – Danilovgrad.
