Montenegro's Cabinet Session

Podgorica, Montenegro (23 March 2017) -- At today's session, chaired by Prime Minister Duško Marković, the Government of Montenegro adopted Draft Law on amendments to the Law on the Foundations of Intelligence and Security Sector of Montenegro. The amendments prescribe the competence of the Council for National Security to prepare and submit to the determination a proposal of national list of designated persons whose financial and other resources will be the subject of freezing measures, in accordance with the Law on International Restrictive Measures. In addition to harmonisation with the resolutions of United Nations Security Council, certain provisions are defined more precisely in order to ensure their effective use.

The Government adopted Draft Law on amendments to the Law on Local Government Financing, which enables an increase in the percentage of municipal borrowing’s allowed limit from 10 to 25 percent, solely for the purpose of realisation the capital projects and support the development of municipalities that have a positive financial indicators.

Draft Law on amendments to the Law on Territorial Organisation was adopted too, providing Municipality of Tuzi to obtain the status of independent municipality. This law shall apply from 1 September 2018. In order to comply with this law, the Government adopted at today’s session Draft Law on amendments to the Law on the Capital City, as well.

Also, Draft Law on amendments to the Law on Territorial Organisation was adopted.

The Government adopted Regulation on amendments to the Regulation on the Organisation and Functioning of Public Administration, which, among other things, provides new working hours in state administration, from7:00am to 15:00pm.

Draft Law on amendments to the Law on Agriculture and Rural Development was adopted at today’s session, prescribing the possibility for the Ministry of Agriculture and Rural Development to perform the activities of public interest in agriculture.

In order to create the preconditions for improvements in the area of water supply in a systematic, comprehensive and cost-effective manner, the Government adopted today Projection of Long-Term Water Supply in Montenegro until 2040. Accordingly, the Government tasked the Ministry of Sustainable Development and Tourism to prepare the project proposal “Improvement of water supplyy in Montenegro”, within the list of priority infrastructure projects of Western Balkan Investment Framework.

The Government adopted a Plan of Preparation of the Summer Tourist Season for 2017, the goal of which is to ensure quality prerequisites and achieve, first of all, the best possible financial effects and minimise the possible disadvantages of the previous seasons.

Also, the Government adopted Decision on Transfer of Property Rights to Real Estate owned by Montenegro – to the Union of Security Institutions, without compensation, for the realisation of the project of residential buildings construction on urban plots 78 and 2090/1084 within the DUP “KONIK – STARI AERODROM”.
