REQUEST OF EXPRESSIONS OF INTEREST FOR SELECTION OF CONSULTANT FOR ELABORATION OF REGULATIONS (TECHNICAL SECTION) FOR BENCHMARKING AND GUIDELINES FOR THE IMPLEMENTATION OF BENCHMARKING (Extended the deadline for submission of bids until 12 May)

CONSULTING SERVICES: CONSULTING SERVICES FOR ELABORATION OF REGULATIONS (TECHNICAL SECTION) FOR BENCHMARKING AND GUIDELINES FOR THE IMPLEMENTATION OF BENCHMARKING
In order to provide support in establishing a sustainable regulation in the field of regulated utility services (water supply and waste water), the Ministry of Sustainable Development and Tourism, in the framework of the DWP (Danube Water Programme), in cooperation with "IAWD" (The Technical Secretariat of the International Association of Water Supply Companies in the Danube River Catchment Area), received support to implement the project relating to the development of legislation to implement benchmarking. The project is designed so that the support provided through expert support in drafting documents. The Cooperation Agreement is signed on 1st October, 2016 by and between the Ministry of Sustainable Development and Tourism of Montenegro and The Technical Secretariat of the international Association of Water Supply Companies in the Danube River Catchment Area (IAWD).
Scope of Work
The consultant shall, based on the experience of other countries (at the same time taking into account the specificities of Montenegro) and the proposed indicators on the local and national level by the Working Team of the Ministry (IBNET, EURO, etc.), draw up a list of national and local indicators in areas of water supply and waste water, together with the processing methodology that includes the method for collecting and processing data and the system and schedule of reporting in the form of a draft final regulation and comprehensive guidelines for the application of benchmarking. The expert shall propose and initially implement (demonstrates) the method and schedule of staff training in regulatory body (Energy Regulatory Agency) and water utility companies. The expert shall hold a two-day workshop to present the results of his work and conduct training of participants on the topic of benchmarking. Consultants may associate to enhance their qualifications.
Duration of the assignment and estimated time input: A total of 15 days (to be used within 2 months from the signing of the Contract)
The Ministry of Sustainable Development and Tourism of Montenegro now invites eligible consultants to indicate their interest in providing the services.
Qualification requirements and basis for evaluation
Education at least: Faculty of Engineering, Faculty of Engineering, Faculty of Economics or Faculty of Law and other relevant profession
- Good command of spoken and written English, knowledge of Montenegrin is an asset
- Computer literacy in office applications
General professional experience
- Minimum 12 years of general professional experience in the sector of water supply and wastewater in regulations communal branch and benchmarking.
Specific professional experience
Minimum 7 years of general professional experience in benchmarking and experience to establish benchmarking. Knowledge of the situation in the region in the field of benchmarking in water supply and waste water management will be an asset.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
