Press release from 22nd Cabinet session

Podgorica, Montenegro (20 April 2017) -- At today's session, chaired by Deputy Prime Minister Milutin Simović, the Cabinet adopted Draft Law on Amendments to the Law on Air Traffic. For the purpose of a consistent implementation of security measures in civil aviation, the proposed provisions prescribe the most important responsibilities of the aircraft operators in the field of security, complementing the penalty provisions. In addition, the amendments define particular provisions of the applicable law more accurately and more clearly.

As a part of the process of harmonisation of special laws with the new Law on Administrative Procedure, Draft Law on Amendments to the Law on State Survey and Cadastre of Immovable Property was adopted by the Cabinet.

The Cabinet adopted the Information on refinancing debt of PE “Coast Regional Water Supply”, arising from loans of Abu Dhabi Fund for Development. In this regard, the Cabinet approved the Loan agreement between PE “Coast Regional Water Supply” and Erste Bank AD Podgorica in the amount of 7 million Euros. It was emphasised in the discussion that the new loan will pay off the existing one from 2010 by far more favorable conditions, so that the company will realise savings of at least 100.000 Euros annually. The Cabinet also adopted the Draft guarantees on the basis of the Loan agreement, which has been foreseen by the Budget Law for 2017.

Information on the work of the Council for management of natural and cultural and historical area of Kotor was also adopted at today’s session. Bearing in mind the Council’s role in the preservation and protection of the area, and given that the Council did not perform a significant part of its activities in previous work, the Cabinet found that the personal composition of the Council should be re-examined and, accordingly, the procedure for the change should be initiated.

Minister of Sustainable Development and Tourism Pavle Radulović verbally informed the Cabinet about the preparation of the new Law on Planning and Construction.  The discussion showed strong and unanimous support for the new concept of the Law which, as noted, represents a major step towards sustainable use and protection of space, as one of the most important national resources. Following the expert consultation, conditions to submit a Draft Law to the public debate are met.
