Minister Pribilović in Baku: Strengthening cooperation in field of public administration reform

Minister of Public Administration Suzana Pribilović began her official visit to Azerbaijan by laying wreaths at the Alley of Honour and the Alley of Martyrs.

Following that, the Montenegrin delegation, led by Minister Pribilović, met with Chairman of the State Agency for Public Service and Social Innovations Inam Karimov.

The officials agreed that there is a great space for cooperation between the two countries, especially in the part of public administration reform, with the emphasis on the establishment of "One Stop Shop". In this regard, Karimov stressed Azerbaijan's readiness to provide maximum support to Montenegro on the establishment of the first conventional "one stop shop" that would allow citizens of Montenegro to obtain in one place all the services and documents provided or issued by state administration bodies and local governments.

Minister Pribilović thanked for the support and presentation of all possibilities of cooperation and invited Karimov to visit Montenegro, which he welcomed with pleasure. Chairman of the State Agency Karimov pointed out that Montenegro could be a regional centre for stimulating service-oriented administration and a centre for training and management of personnel in public administration.

Minister Pribilović visited one of the ASAN services, a government agency for providing public services to the citizens of Azerbaijan, equipped with advanced technology based on efficiency, transparency and accessibility, where she had the opportunity to meet directly with the way this service works.

Montenegrin delegation also met with Maleyka Abbaszade, Chairperson of the Board of Directors of the State Examination Centre (SEC).

Minister Pribilović noted that Montenegro and Azerbaijan had already signed a Memorandum of Understanding between the Human Resources Management Authority and the Civil Service Commission under the administration of the President of the Republic of Azerbaijan, signed on 12 March 2013 during the visit of President of Azerbaijan Ilham Aliyev to Montenegro. She pointed out that this is a continuation of the already established cooperation, bearing in mind that the State Examination Centre was created by merging two institutions, including the Civil Service Commission.

Minister Pribilović emphasised that the space for cooperation exists in several segments, especially in the field of training of civil servants and state employees.

SEC Chairperson Abbaszade informed the Montenegrin delegation about the activities of the Centre, which annually conducts about 600,000 exams for civil servants, graduates and high school students, and stressed that it will improve cooperation with Montenegro in the upcoming period, especially in the field of exchange of experience of civil servants.
