The Law on Higher Education ("Official Gazette of Montenegro" No. 44 of 21 October 2014, 52/14, 47/15, 40/16) stipulates that "the Government shall determine the number of students to be financed from the budget of Montenegro for a certain study program, in accordance with the number prescribed in the public institution license". (Article 65 of the Law)

The Government, as announced to the public, at its 33rd session, held on 6 July 2017, made decisions for which it is competent, among which the decision to enroll the same number of students at the High School for Nurses in Berane as in the previous year, and in accordance with the previous decision of the Government that the school headquarters remain in Berane.

Pursuant to the above, the University of Montenegro is obliged to publish a call for enrollment in undergraduate studies for the academic year 2017/2018 in accordance with the decision of the Government.

The University is not competent to interpret and modify the decisions of the Government when it comes to study programmes and the number of students, but to enforce decisions.
