Prime Minister Markovic highly satisfied with the speed and quality of work on the priority section of the highway

During today’s visit to the Klopot tunnel construction site on the priority section of the highway, Prime Minister Dusko Markovic directly witnessed the intensity of work on this site. The Prime Minister stated that he is convinced that the works are being conducted according to the highest standards and with proper speed, especially considering that 24 km of the route is being constructed on over 50% of the sections.

“I am not only satisfied but impressed” said Prime Minister Markovic.

Our Audit Institution works hard and will soon be able to respond to the requests of the contractors. I believe everything is going according to plan and that the investment into this project – the most significant and the biggest project in the history of Montenegro – will be implemented according to our expectations and contractual obligations. This project is of major importance for Montenegro, its development and the increase in the quality of life for its citizens” stated the Prime Minister.

Speaking about the number of engaged workers and enterprises, the Prime Minister noted that all of the contractual elements are being properly executed. The Ministry of Traffic and Maritime Affairs gave out 61 consent forms for the introduction of 73 domestic companies into the construction site. In January this year 226 out of 230 Montenegrin citizens were employed on the site, in accordance with the contractual obligation of 30% - said Prime Minister Markovic.

The Prime Minister noted that he expects to use all of the resources allocated in the capital budget for the construction of the priority section of the highway this year.

“I hope we will use all of the 194.3 million euro which is allocated for the highway in the capital budget this year. That is our aim… The contractor and us, the investors, intend to allocate more that 200-300 million euro for this project in the coming year, which guarantees that the works will be completed in the best possible way” noted the Prime Minister.

Prime Minister Markovic stated that cooperation between the authorized institutions and state bodies involved in the projects and the contractors is very good and that the expert teams work together and are able to provide prompt responses to all of the challenges the contractors face on the construction site. The confirmation of this is the state of affairs on the site itself. The Prime Minister said that 9 permits have been issues thus far while the finalization of requests for the total of 19 sub-sections is under way. He is convinced that the major part of this work will be done before the end of March.

Commenting on the USD credit arrangement, Prime Minister Markovic said that there is no need to be afraid before the time comes: “It is possible that this will turn out to be a benefit for the Government of Montenegro rather than a damaging factor… In any case, the Ministry of Finance is carefully following this part of the project so that we can have a proper response to the situation, if one is ever needed.”

When it comes to land expropriation, Prime Minister Markovic explained that such a large construction site could have need for land expropriation and the issuance of expropriation fees. This process is conducted in accordance with the law so that no citizen is left without a fair compensation for the rented land.

The Prime Minister expressed satisfaction with the progress he directly saw on the construction site and with the information he got from the engineers responsible for the project, noting that CRBC is a serious global company which presented itself to Montenegro in the best possible way.

“Our interest will be to finalize the priority section of the highway so that we can move on to the Andrijevica-Boljare section. At the same time, we are communicating with the Government of Serbia so that they can start building towards our borders” concluded the Prime Minister.
