A PUBLIC CALL
For participation of artists in presenting the results of scientific research projects financed from the state budget at the “Science Open Days” Festival
Within the “Science Open Days” Festival, which will take place on 9–11 October 2017, the Ministry of Science intends to carry out an activity of promoting projects financed through the INVO / HERIC programme from the state budget and through the World Bank loan.
Relying on the global practice, with a view to include artists in the promotion of science for the general public, we intend to include artists from Montenegro in the promotion of projects, in order to communicate the scientific results and intended messages to the audience in a more effective, clear and recognizable manner. Presentations of projects would be mediated through art, using some of the artistic media - photography, graphic design, drawing, text, performance, installation, movement, sound, film.
This approach of cooperation between science and art is also the dominant theme of this year’s festival, and the central event will be Art@CMS, which will mark the inclusion of Montenegro in the CMS experiment in CERN.
Details of the projects for whose presentation the public call is made can be found in the Annex.
I. Call and content of the application:
We invite artists residing in Montenegro to express their interest in this public call by submitting a free-form application.
Applications should include:
• The name and surname of the artist, the main author of the activity, and the home organization of work or study;
• Address, e-mail and telephone;
• Synopsis – a description of an artistic presentation of a project from the list of projects submitted, of their own choice, outlining the main characteristics of the planned presentation, the media that will be used in the creation, the messages to be expressed, the manner of presentation of the messages and the intended audience, explanation how different audience groups can engage and experience the presentation of the project, etc. It is desirable that the synopsis contains a draft illustration of an artistic presentation or another way of indicating how the presentation will appear when performed;
• CV of the main author of the presentation;
• Budget: it is necessary to specify a draft cost estimate for the total value of the presentation. The planned maximum budget of one presentation is EUR 1,300; and
• Location: proposed location in one of the cities in Montenegro where the presentation is intended to be presented, along with the explanation of the choice of location. The application may specify a concrete location, but does not need to do so necessarily; it needs to describe the characteristics of the location required for the presentation. For the needs of the Festival, the Ministry of Science will utilize certain premises in Podgorica and Nikšić, so that artists can use some of these premises, which will be agreed at a later stage.
II. Right to participate
The applicant may be an organization – a business entity engaged in arts / art education in its basic activity, or an individual – a natural person who has completed higher education studies in the field of arts or who is a student at a higher education institution in the field of art.
III. Conditions for participation
In preparing the application, the artist can communicate with the scientific team and the Ministry of Science, seek clarification and exchange ideas.
IV. Evaluation of applications
The applications received will be evaluated by the expert commission formed in the Ministry of Science.
V. Criteria for evaluation
• Quality, originality and creativity of the proposed presentation;
• Understanding the theme of a scientific project and the messages that are intended to be sent to various audiences;
• Adequate allocation of the planned funds; and
• CV of the author.
VI. Conclusion of the contract
After evaluation of the applications and their ranking by the expert commission of the Ministry, the Ministry of Science will sign a cooperation contract with the first-ranked candidate for each of the projects.
VII. The manner of applications submission
The applications with complete documentation should be submitted to the Ministry of Science, in one printed copy and on a CD or in PDF or Word formats, in person, by mail, or via electronic means to the following address: Rimski trg br. 46, 81000 Podgorica, Crna Gora, no later than 4 September 2017, by 3 pm.
Applications that do not include all the items or fail to meet the conditions referred to in items I and II of this Public Call shall not be considered.
