Montenegro's Cabinet Session

Montenegro (24 August 2017) -- The Government of Montenegro held today its 38th
session, chaired by Prime Minister Duško
Marković.
At today's session, the Government adopted the Draft Law on Spatial Planning and Construction of Facilities. The proposed systemic law defines comprehensively the areas of spatial planning and the manner and conditions of construction, as well as the legalisation of illegal objects, starting from the strategic commitment of Montenegro to rationally, efficiently and sustainably use its natural and created resources and to develop as an ecological state in accordance with the principles of sustainable development, better use of space as a resource primarily through encouraging entrepreneurial initiative and creating better conditions for the investment of foreign capital.
Some of the innovations contained in the new law are: existence of two types of basic planning documents (1. Spatial Plan of Montenegro as a strategic document and general basis of organisation and arrangement of the territory of Montenegro and 2. The General Regulatory Plan of Montenegro, which does not contain a graphical representation of allotment but prescribes the rules of allotment); abolition of construction and use permit except for complex objects for which the special conditions of construction are defined; enabling the beginning of the construction of buildings based on the application of works and documentation; merging technical inspection and professional supervision; the obligation to register an object in the real estate cadastre before using the facility; the introduction of the position of the Chief State Architect and the Chief City Architect; and the implementation of a new land policy that includes the payment of compensation for unregulated land.
At today’s session the Government adopted the Information on the implementation of the Land Lease Agreement and the construction of the wind farm at the Možura locality, and agreed to transfer 90% of the stake in the dependent company “Možura Wind Park” from the current owner, that is company “Enemalta plc” to the company “Malta Montenegro Wind Power JV ltd”.
The
Government adopted the Information on
the preparation of the Economic referm Programme for Montenegro for the period
2018-2020, as well as the Decision
on the establishment of a working team for the preparation of the Economic
Reform Programme for Montenegro for the period 2018-2020. The Economic
Reform Programme is a document where the Government represents the economic
policy for the next year and the medium term period, as well as the basis for
economic dialogue with the European Commission in the process of European
integration.
Report on the implementation of
the Strategy for Combating Trafficking in Human Beings and the Action Plan for the period from 1 January to 30 June, 2017. The Action
Plan for the implementation of the Strategy for Combating Trafficking in Human
Beings defined a total of 96 measures, and 57 measures were monitored in the
period from 1 January to 30 June, 2017. Fifteen measures were implemented,
three measures were partially implemented, while thirty-seven measures were
implemented continuously, or if necessary. At the same time, two measures were
unrealised.
At
today's session, the Government approved the provision to the Proposal of Statute of the Municipality Tuzi
within the Capital City, which regulates the holiday of the municipality
Tuzi.
In the
framework of Verbal Information on the current situation regarding the matching
of part of the subject programme for physical education in Montenegro and
Croatia, the Minister of Education informed the Cabinet members that the
preparation of a detailed report on the compliance of the Montenegrin
curriculum with the Croatian one is still not completed, but on the basis of
the available information available of the Institute for Education it is clear
that the largest number of subject programmes in Montenegrin education reform
is authentic. Also, he noted that there are certain concordances in the text in
some subject programmes that are still being checked and that do not call into
question the quality of the reform itself and that the omission made in the
subject programme for physical education is evident, since the significant
coincidence of this subject programme with the same one in Croatia is
confirmed.
