Montenegro's Cabinet Session

Podgorica, Montenegro (12 October 2017) -- The Government of Montenegro held today its 44th session, chaired by Prime Minister Duško Marković.

The Government adopted the Report on the implementation of the Government's Work Programme for the third quarter of 2017 and the Consolidated Report on the implementation of the Government's Work Programme for 2017 with the third quarter. When presenting the Report, it was pointed out that the implementation of the Government's Work Programme for 2017 in the third quarter was 60.9 percent, while the overall implementation of the Government's Work Programme for 2017 with the third quarter was 82.6 percent.

The Government adopted the Report on the implementation of the Government's Conclusions for the third quarter of 2017 and the Consolidated Report on the implementation of the Government's Conclusions with the third quarter of 2017, stating that the degree of implementation of the Conclusions was 93.81 percent.

The Government also adopted the Third Quarterly Report on the implementation of the obligations from the Montenegro's Accession Programme to the European Union for the period 2017-2018, which showed that 74 percent of commitments were met in the first three quarters of 2017.

Within the discussion on these three items of the agenda, it was pointed to the need for extraordinary efforts in the upcoming period in order to implement all the undertaken obligations by the end of this year. In that regard, the Government adopted the working conclusion on the organisation of special sessions of the Government's permanent bodies on the acceleration of the realisation of assumed obligations, both from the Government's Work Programme for 2017 and the EU Accession Programme for the period 2017-2018.

At today's session, the Government adopted the Fifteenth Quarterly Report on overall activities in the process of integration of Montenegro into the European Union for the period July-September 2017. The Report is intended for members of the Committee for European Integration of the Parliament of Montenegro, with the goal of regular and comprehensive information about the process of negotiations of Montenegro and exchange of opinions on current issues and challenges of the negotiation process.

The Government of Montenegro established today the Draft Law on Financial Leasing, Factoring, Purchase of Claims, Micro-credit and Credit-Guarantee Issues. This document regulates factoring operations for the first time, as well as the repayment of due receivables. In addition, the existing regulatory framework in the area of providing financial services is being improved, creating the basis for their further development.

National Report on human rights in Montenegro within the third cycle of the General Periodic Review of the United Nations Human Rights Council (UNHRC) was adopted at the session. On this occasion, the Government appointed a delegation to present the Report at the Session of the Working Group on the UNHCR in Geneva in January next year. The Report is the result of national consultations involving state bodies, Ombudsman, NGOs and the UN organisations in Montenegro.

The Government adopted the Information on activities on implementation of priority projects in the field of tourism. It was noted that most of the projects are implemented under contractual dynamics and in accordance with the investment programmes and the Capital Budget for 2017, and that it is necessary to accelerate the realisation of the planned activities on projects in the north of Montenegro.

In order to create the conditions for construction of the Lastva substation, the Government adopted the Decision on Amendments to the Detailed Spatial Plan for the transmission line corridor 400 KV with optical cable from the Montenegrin coast to Pljevlja and underwater cable 500 KV with optical cable from Italy to Montenegro in the part of detailed site development. Amendments retain the capacities of general interest, and create more favorable and flexible spatial and investment solutions.
