Montenegro's Cabinet Session

Podgorica, Montenegro (19 October 2017) -- The Government of Montenegro held today its 45th session, chaired by Deputy Prime Minister for Economic Policy and Financial System Milutin Simović.

With a view to more efficient application of the Law on Spatial Planning and Construction, the Government adopted regulations on: the minimum amount of insurance from professional responsibility in the field of construction; the amount of fees for issuing urban and technical conditions; subletting a part of the work of the Ministry of Sustainable Development and Tourism to the units of local self-government. Also, the Government adopted the Regulation on Amendments to the Regulation on the organisation and functioning of public administration, in order to align with the changes of the previous competences of the Ministry of Sustainable Development and Tourism. In accordance with the Law on Spatial Planning and Construction, the amendments to the Regulation define the competence of the new urban and building inspection within the Ministry of Sustainable Development and Tourism, instead of the three previous inspections that operated within the Inspection Directorate.

The Government approved the Proposal of the Law on Amendments to the Law on Investment and Development Fund of Montenegro. The main reason for changing the existing text is the need for additional improvement of the normative conditions for the functioning of the Fund, in line with the strategic commitment to making the growth of micro, small and medium-sized enterprises effective, reducing unemployment, balanced regional development, encouraging production oriented towards export and reducing export dependence.

The Regulation on the unification of public procurement of goods and services was adopted at today's session. Key changes relate to the centralisation of public procurement in order to achieve significant savings in the budget, shorten procurement procedures and appeal procedures.

At today's session, the Government adopted the Report on the state of the environment in Montenegro in 2016. The Report is based on the data and analyses obtained by the implementation of the annual Environmental Monitoring Programme, that includes the presentation and assessment of the state of the environment through segments (air, climate change, water, marine ecosystem, soil, waste management, biodiversity, noise, radioactivity in the environment and chemical management). The document establishes the necessary measures aimed at improving the current situation, defining the activities that should be carried out to solve identified problems and improving the environment in Montenegro.

The Decision on the Establishment of a Structure for the Implementation of the Stabilisation and Association Agreement was also adopted. The structure is composed of groups and subgroups, as the main coordinating bodies in charge of monitoring the implementation of obligations under the Agreement, as well as preparing other documents related to the process of Montenegro’s accession to the European Union, in coordination with the European Integration Commission.

The Government appointed the Deputy Prime Minister for Political System, Internal and Foreign Policy Zoran Pažin to supervise the work of the Ministry of Culture until the election of the Minister.

The Government adopted the Information on Practical Education at Employers in the academic year 2017/2018 at today’s session. The discussion emphasised that the introduction of practical education at employers, ie dual education, aims to enable students to build a system of durable applicable knowledge necessary for professional and personal development through linking theory and practice. In order to encourage employers to actively engage in dual forms of student education, amendments to this Law are envisaged to provide funds from the Budget for compensation to pupils of the first and second grades, while compensations for the pupils of the third grade are the obligation of the employer. The compensation for the first grade is at least 10% of the average net salary, the compensation for the second grade is at least 15% of the average net salary and the compensation for the third grade is at least 20% of the average net salary.

The Government adopted the Information on financial Support to Infrastructure Projects in the field of Sport. By analysing data on the condition of sport facilities, it was determined that it is necessary to invest in this area urgently. For this purpose, according to the concluded agreements on financing and co-financing of selected infrastructural projects, funds in total amount of EUR 343,478.85 are defined.

The Decision on the Drafting of the Amendments to the State Study Location “Sektor 36” was adopted. The Decision envisages additional planning of some of the infrastructure and service contents, in order to achieve the most efficient solution in terms of design and layout of the infrastructure that will service all built and planned contents in and around the Marina village zone within the Luštica Bay project.
