Montenegro's Cabinet Session
Podgorica,
Montenegro (26 October 2017) -- As part of the adoption of the legal framework
of NATO, as the obligation arising from the membership in this organisation, the
Government of Montenegro adopted the following drafts today at its 46th session,
chaired by Prime Minister Duško Marković:
-Draft Law on the ratification
of the Agreement between the Parties to the North Atlantic Treaty for Co-operation
regarding atomic information with Secret Technical Annex to the Agreement
between the Parties to the North Atlantic Treaty for Co-operation regarding atomic
information (declassified by the North Atlantic Council on May 10, 2000) and
Confidential Security Annex to the Agreement between the Parties to the North
Atlantic Treaty for Co-operation regarding atomic information;
-Draft Law on the ratification
of the Agreement between the Parties to the North Atlantic Treaty for the
security of information;
-Draft Law on the confirmation
of the Protocol amending the Security Annex to the Agreement between the Parties
to the North Atlantic Treaty for Co-operation regarding atomic information;
-Draft Law on the confirmation
of the NATO Agreement on the Communication of technical information for defence
purposes;
-Draft Law on the confirmation
of the Agreement for the Mutual Safeguarding of Secrecy of Inventions relating
to Defence and for which Applications for Patents have been made;
-Draft Law on the ratification
of the Agreement between the Parties to the North Atlantic Treaty regarding the
Status of Their Forces;
-Draft Law on the confirmation
of the Agreement on the Status of the North Atlantic Treaty Organisation, National
Representatives and International Staff;
-Draft Law on the confirmation
of the Protocol on the Status of International Military Headquarters set up
Pursuant to the North Atlantic Treaty;
-Draft Law on the confirmation
of the Agreement on the Status of Missions and Representatives of Third States
to the North Atlantic Treaty Organisation.
By
confirming these agreements, Montenegro will fulfill the internal conditions
for their implementation, thus creating a legal framework for cooperation that
our country achieves with NATO and its member states.
The
Government adopted the Draft Law on the
Capital Market. In addition to harmonisation with EU regulations, the main
goals of adopting this law are greater protection of investors, ensuring a
fair, efficient and transparent capital market, as well as reducing systemic
risk in that market.
The
Government adopted at today's session the Information on the Addendum to the
Financing Agreement between the Government of Montenegro and the European
Commission on the Annual Action Programme for Montenegro for the year 2015,
which allocates funds for implementation of the Integrated Border Management
Strategy.
Information on the application
of the decisions of the Council of Ministers of the Energy Community in relation
to the implementation of the Law on Integrated Prevention and Control of
Environmental Pollution was adopted at today's session, thus obtaining the necessary conditions
for the Environmental Protection Agency to issue an integrated permit for the
work of EPCG – TE Pljevlja I.
The
Government adopted the Information on
the basics for negotiations with the European Bank for Reconstruction and
Development (EBRD) for implementation of three projects of reconstruction of
main roads in Montenegro. With this arrangement in the total amount of EUR
40 million, the reconstruction of the road section between Rožaje and Špiljani in
the length of about 20 km is planned, as well as reconstruction and expansion
of the road section between Tivat and Jaz beach in the length of about 16 km,
and reconstruction and expansion of the road section between Podgorica and Danilovgrad
in the length of about 15.5 km.
Information on declaring motor
vehicles and trailers, work machines and vehicles for special purposes used by
the Ministry of defence and the Army of Montenegro as superfluous was adopted. The sale of
surplus vehicles would generate significant revenue for the Ministry of
Defence, which would be used to acquire equipment for the modernisation of the Army
in order to achieve full interoperability of the Army of Montenegro with NATO
and partner countries.
