Montenegro's Cabinet Session

Podgorica, Montenegro (23 November 2017) .. At today's 51st session, chaired by Prime Minister Duško Marković, the Government of Montenegro adopted the Information on the conclusion of the Loan Agreement with the European Bank for Reconstruction and Development (EBRD) for the realisation of the project of reconstruction of the main roads in Montenegro in the amount of EUR 40 million and gave consent to the draft contract. This project envisages reconstruction of the road section in the length of about 20 km between Rožaje and Špiljani, reconstruction and extension from two to four lanes of road section in the length of about 16 km between Tivat and Jaz beach, as well as reconstruction and extension from two to four lanes of the road section in the length of about 15.5 km between Podgorica and Danilovgrad. The total value of the Project is EUR 52.05 million, EUR 40 million of which is provided by a loan arrangement with the EBRD, while the remaining funds will be provided from the EBRD donation in the amount of EUR 1.015 million and the Government's share of EUR 11.03 million.

The Government adopted the Draft Law on Amendments to the Law on Roads. The amendments create the legal basis for the drafting of a sub-legal act that will clearly and precisely determine the amount and method of collecting the fee for posting signs in the state roads zone, which will enable the realisation of the revenues allocated for the development, construction and reconstruction, maintenance and protection of state roads. The law is supplemented by a provision that defines a fast road as a special category of state roads. Also, provisions related to charges for energy and telecommunications infrastructure are amended, and the existing regulation of emergency transport is improved.

The Government was informed about the Information on the internal reorganisation of the Ministry of Economy and formation of the Directorate for Investments, Development of Small and Medium-Sized Enterprises and Management of EU Funds. In order to support the development of small and medium enterprises and entrepreneurship, and having in mind that the implementation of individual incentive programs is under the responsibility of several directorates, the Ministry of Economy proposed the establishment of a new Directorate, the activities of which would represent the synergy of individual activities aimed at strengthening the economy.

By creating the conditions for a quality implementation of the new Law on Spatial Planning and Construction, the Government adopted a Regulation on the content and manner of keeping the documentary basis and information system and indicators for monitoring the implementation of planning documents. The discussion emphasised that the new solutions create the conditions for improving the quality and shortening the deadlines for the adoption of planning documents and ensuring the efficiency of treatment and prescribed procedures. By introducing the information system, by creating a comprehensive documentary basis and indicators on the area and increasing the efficiency of institutions, preconditions for inflow of new investments and efficiency of operations are created, in terms of shortening deadlines and a number of procedures related to documentation in this field, which will affect the reduction of costs for the economy and citizens, as well as raising quality in the work of public services.

The Government adopted the Information on credit indebtedness of "Komunalno-Lim" Bijelo Polje in the amount of EUR 1,000,000.00 at Erste Bank Podgorica. These funds will be used to refinance loans at Atlas Bank, which will enable regular execution of current obligations of the company.

In accordance with the Law on Spatial Planning and Construction of Facilities, the Government gave its consent to the Ministry of Transport and Maritime Affairs to conduct preparatory works for the construction of the second phase of the Rožaje bypass.
