The 16 + 1 mechanism was officially launched at the First Summit of Heads of Government of the People's Republic of China and the countries of Central and Eastern Europe in Warsaw in 2012.

Countries of Central and Eastern Europe involved in the project are: Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, Czech Republic, Estonia, Croatia, Latvia, Lithuania, Hungary, Macedonia, Poland, Romania, Slovakia, Slovenia and Serbia.

Summits of heads of government take place once a year, as a rule in November or December. After Warsaw, Bucharest, Belgrade, Suzhou (China) and Riga, this year’s summit will be hosted by Budapest. Heads of government adopt a final document, commonly referred to as "guidelines".
