Public debate held on the revised Draft Strategy of Scientific Research Activity

Public debate on the revised Draft Strategy of Scientific Research Activity (2017–2021) with the Action Plan was held today, on 24 November, in the premises of the Ministry of Science. After the debate, the Draft Strategy was adopted at the sixth session of the Council for Scientific Research Activity.
Minister Damjanović greeted the participants and thanked the working group in charge ofpreparing the Draft Strategy for the effort invested in the previous period. Summary of the Draft Strategy was presented by Dr.Nina Radulović, a member of the Council for Scientific Research Activity, who reflectedon the key points of the text, explaining the goals, as well as the measures outlined in the Strategy. She underlined that a scientific approach was applied, modelled on smaller countries like Malta, all with the aim of creating a framework for active advancement of science in Montenegro and its positioning on the international scene.
According to Minister Damjanović, the Draft Strategy, which is open for comments and opinions by 28 November, is the result of the Ministry’s intention to realize three main goals: improving research capacities, international cooperation and networking, and strengthening the synergy between science and economy. Also, an attractive surrounding for young people must be created, and the potential of scientific diaspora must be used, which can certainly offer innovative solutions for the advancement of science in Montenegro.
-Our goalis to improve human resources and research capacities through the employment of young people, primarily doctoral students at universities, but also in the economy, and then enable work on research and innovative projects that will have an active component of internationalization, i.e. mobility, the Minister said.
In this regard, she recalled that in 2017 Montenegro became a member of CMS Experiment in CERN, in which a group of researchers from our country already works, while the Ministry soon expects a positive response for full membership in the largest molecular biology organizations, EMBL and EMBO, headquartered in Germany.
The goal of the Ministry of Science for the next year is to fund scientific research and innovative projects directed at larger, development projects and aimingto provide for technological recovery of Montenegro. Minister Damjanović stressed that the Ministry would thus contribute to the reduction of brain-drain, as well asto the opening of research positions in the private sector.
A joint conclusion was made in the debate that it was necessary to establish an active interaction between science and economy, as well as to connect the private and academic sector.
During the debate, the Minister also reflected on the increase in the budget of the Ministry of Science, which is the result of a positive return on funds invested in the Horizon 2020 programme, and which will enablethe implementation of the planned activitiesto commence next year.
After the public debate, in its today’s session, the Council for Scientific Research Activity also dealt with current issues, as well as with the activities for the coming period.
