Response: Citizens prefer to trust their own eyes rather than ungrounded claims of Democratic Montenegro

Podgorica, Montenegro (9 December 2017) -- In addition to abundance of political platitudes, the claims made by the political party Democratic Montenegro also contain some unfounded statements with respect to the Draft Law on the Budget of Montenegro for 2018, which, for the sake of providing the pubic with integral and truthful information, we would like to deny by stating the following data and facts.

The claim that "the capital budget, excluding the motorway's cost, is almost non-existent" is untrue. Quite the opposite - the fact is that the Draft Law on the Budget of Montenegro for 2018 provides for EUR 77.7 million within the capital budget for the projects of transport infrastructure (in addition to the motorway) and the overall infrastructure in the country.

The statement that "no school, kindergarten and health centre are going to be built in 2018" is untrue. In fact, we will continue or start building 8 new kindergartens and schools in Podgorica, Bijelo Polje, Rožaje, Pljevlja, Cetinje...

The claim that "there has been no expansion and adaption of hospital capacities in 2017" is also untrue. Several projects have been in the Clinical Centre of Montenegro, while the health budget, increased by EUR 8.7 million, foresees improvement of health protection of citizens.

The claims that the Government "is transferring the burden of filling the budget to citizens" and that "VAT and excise duties will most affect the poor" are untrue. The analysis shows that the higher VAT rate has one-folded and limited effect on the price growth. The European Commission even forecasts lower inflation rate in Montenegro in 2018 compared to 2017, thus denying these populist statements.

Democratic Montenegro’s claim that the Government "will introduce the coal excise in 2018" is untrue.

It is untrue that the Health Fund's obligations have been settled "illegally." They have been set out in the amendments to the Law on the Budget for 2016.

The claims that the Government of Montenegro is "economically clueless and kharaj-oriented" and that it pursues a "devastating economic policy" are untrue. The results of the Government's economic policy are exceptional, as confirmed by all indicators and prominent international organisations and institutions, such as the European Commission, the World Bank, the International Monetary Fund and others, claiming that the Government of Montenegro leads the country well.

The political party - the crew of adolescents who have not achieved anything in their lives and few losers who are trying to turn Montenegro away from its modern, democratic, European and Euro-Atlantic path whenever they can, stay away from the Parliament and all other forms of public confrontation that use facts and arguments, aware of the fact that they have nothing to offer but falsehood and forgery.

It is rude and demagogic to criticise and question the quality of the Government's economic policy and not to contribute to its quality with a single idea or proposal.

On the contrary, from the same budget you take tens of thousands of euros from the citizens, which you spend on spreading gossips and trashing your own country.

You can go on doing that, but the Government of Montenegro will continue pursuing a responsible and successful economic policy. It will also continue making efforts to provide pensions, welfare benefits and wages in a timely manner and to make sure that Montenegro remains a construction site.

We will consider proposing amendments to the Law on Salaries of Civil Servants and State Employees and the Law on Financing Political Parties in order to limit the state money spending on those who don't work.

Who the citizens will believe to: the facts and their own eyes, or the claims made by a wanna-be political party imagining a high take-off, but actually experiencing a steep downfall? The citizens have recently responded and will undoubtedly continue doing the same in the future.
