Montenegro's Cabinet Session
Podgorica,
Montenegro (15 March 2018) -- At today's 68th session, chaired by Deputy Prime
Minister for Economic Policy and Financial System Milutin Simović, the Government of Montenegro adopted the Draft Law on Protection of Persons and
Property, which regulates the activity of protection that is not provided by
the state, as well as the conditions and manner of carrying out protection
activities. The discussion emphasised that the detailed and precise normative
regulation of this area, with the establishment of high standards for all economic
entities engaged in the activity of protecting persons and property, will
contribute to raising level of general security in Montenegro.
The
Government adopted the Draft Law on
International Development Cooperation and International Humanitarian Aid,
which is the basis for the creation of a modern mechanism based on a new
perspective of sustainable development and Montenegro's contribution to the
fulfillment of global strategic goals, as well as fulfillment of obligations in
the process of European integration and strengthening of bilateral and
international relations of Montenegro within the international community. The Law
states, inter alia, that the goal of providing humanitarian assistance in
partner countries is the protection and rescue of human lives, the prevention
and alleviation of suffering, and the preservation of human dignity during and
after the accident or catastrophe caused by natural or human activity or in
some other unforeseen circumstances. The Draft Law is harmonised with the
relevant acquis of the European Union, the guidelines of the Organisation for
Economic Cooperation and Development, as well as the United Nations strategic
documents.
The
Government also adopted the Draft Law on
Amendments to the Law on Health Care.
The Action Plan for the
Implementation of the Development Strategy of the Police Directorate for 2018 and the Report on the Implementation of the Action
Plan for 2017 were adopted at today's Cabinet session. The Action Plan
should enable more efficient implementation of the work, tasks and established
priorities, and provide the basis for the preparation of annual work programmes
of the organisational units and synchronisation of the deadlines for realisation
of certain activities, which gives it a significant coordination function
through defined deadlines, stakeholders and associates in certain activities.
The
Government adopted the Action Plan for the
Implementation of the Reintegration Strategy for Persons Returned under the
Readmission Agreement for the period 2016-2020, for 2018 and 2019, and it
adopted the Report on the Implementation
of the Action Plan for 2017. bearing in mind that interstate bilateral
readmission agreements, as well as the Readmission
Agreement with the EU, obliged Montenegro to accept on its territory persons who
illegally stay in other countries, the Action Plan defines measures aimed at improving
the level of reintegration of Montenegrin citizens returnees, with precisely
defined tasks, deadlines and stakeholders.
At
today's session, the Government adopted the Action Plan for the Implementation of the Strategy for Improving the
Quality of Life of LGBT Persons in Montenegro 2013-2018, for 2018, and
adopted the Report on the Implementation
of the Action Plan for 2017. The main goal of this documents is to ensure,
in a systematic and comprehensive manner, the social inclusion of sexual
minorities and ensure full respect for their human rights and freedom at all
levels, without discrimination.
The
Government adopted the Information on
fulfillment and modification of the provisions of the Loan Agreement between
the European Investment Bank and the Flight Controller Montenegro and Serbia –
SMATSA, concluded on 10 May 2015, for which the State of Montenegro issued
a guarantee.
Also,
the Government gave its consent to the Financial
Plan of the Flight Controller Montenegro and Serbia – SMATSA for 2018.
