Podgorica, Montenegro (4 May 2018) – At today's session, the Montenegrin Cabinet passed the Decision Amending the State Waste Management Plan of Montenegro for the period 2015-2020. The amendments define four waste management centres in Podgorica, Bar, Nikšić and Bijelo Polje, of which the centres in Podgorica and Bar already function as inter-municipal and are developed in line with the existing State Plan.
The Government passed the Decision Amending the Decision on the State Study – Part of the Sector 66 “Tourism complex on Velika Plaža - existing group of hotels, settlement structure, utility service and sports and recreational zone”. The study development contract has already been concluded between the Ministry of Sustainable Development and Tourism and ARHIENT doo on 26 December 2017, with a 6-month deadline for drafting the plan. However, in order to create conditions for the execution of the lease agreement of the HTP "Ulcinjska rivijera" AD, singed by the Government of Montenegro, and HTP "Ulcinjska rivijera" and the Karisma Consortium, which is located in the contact zone of the area covered by the State Study of the "Part of the Sector 66 - Module I"- Velika Plaža, t was decided to integrate this area through a planning document and, accordingly, to extend the scope of the planning document that is being drafted.
Today’s session also passed the Information on the results of negotiations with the International Bank for Reconstruction and Development (IBRD) for the "Second Energy Efficiency Project in Montenegro (MEEP 2)". Thr loan funds amounting to EUR 6 million will be used for the implementation of energy efficiency measures and improving conditions in 18 health facilities.
The Cabinet passed the Information on calling a public invitation to lease land owned by the State at the Briska Gora - Ulcinj Municipality for the construction of a solar power plant. The public invitation defines the lease of the state-owned land with a total area of 6,621,121 m², for the design, construction, use and maintenance of a solar power plant with an installed capacity exceeding 200 MW. The tender envisages the possibility of concluding a contract on guaranteed purchase of electricity at market conditions, thus avoiding the possibility of taking over the risk from the State in terms of the impact on the increase in electricity prices for consumers in Montenegro.
The Cabinet passed today the Information on the organisation of the Sea Dance Festival in Budva from 30 August to 1 September 2018. The discussion emphasised that, with the approval of the Municipality of Budva, in the best interest of tourist economy and in order to improve the tourist offer in the post-season, the organiser shifted the festival to Buljarica at the end of August and beginning of September. The Government decided to support the festival with EUR 300,000 and tasked the Ministry of Health, Ministry of the Interior, Ministry of Sustainable Development and Tourism, Ministry of Foreign Affairs and the National Tourism Organisation to provide the necessary prerequisites for the high-quality organisation within their competencies.
The Government adopted the Information on the initiation of a procedure for leasing a part of the real estate and facilities owned by Montenegro and the locations for the installation of temporary facilities in the national parks Durmitor and Biogradska Gora.
The Cabinet also set up the Council for Managing the Project of the Development of the Spatial Plan of Special Purpose for the Coastal Zone of Montenegro.
