Minister of Science holds a consultative meeting with Professor Emeritus Nebojša Nakićenović

Minister of Science Dr. Sanja Damjanović with her associates held a meeting yesterday with Prof. Emeritus Nebojša Nakićenović, an expert in the field of history of technology, energy economics and sustainable development, on the topic of guidelines for further development of the Smart Specialisation Strategy of Montenegro.
At the beginning of the meeting, Dr. Darko Petrušić, Director General at the Ministry of Science, presented the process of development of this important national strategy, the previous considerations and conclusions of the inter-agency and interdisciplinary team involved in its drafting, as well as the main dilemmas that needed to be solved.
Prof. Dr. Saša Mujović from the Faculty of Electrical Engineering of the University of Montenegro, a member of the Council for Scientific Research Activities, presented the situation in the energy sector in Montenegro.
After that, Mr. Nakićenović, who is also the Deputy Chief Executive Officer of the International Institute for Applied Systems Analysis (IIASA) in Vienna, pointed to several priority issues that, in the context of transnational policies and global technological trends, should certainly be taken into account in the development of the Smart Specialisation Strategy. These are: priority placed on raising efficiency in energy consumption among consumers and the need to launch capital projects in this domain; application of the Paris Agreement and its consequences for the long-term planning of energy systems in Montenegro, as well as the opportunities that exist in some of the new technologies with good development trends; and electromobility and the creation of the infrastructure it requires.
Mr. Nakićenović pointed out that technological uncertainty in the introduction of new technologies always existed, but that there were extensive scientific studies (implemented, inter alia, by his institute) that could well forecast the technological trends in certain fields, and that one needed to rely on that knowledge and experience. According to him, the possibility of radical improvements in technologies should not be ignored, and it is likewise important to think about the groups of technologies and economic units that make the system, as well as about granularity / modularity of technologies, i.e. their ability to spread rapidly.
In its new project cycles, the International Institute for Applied Systems Analysis is mostly focused on sustainable development, i.e. the links between energy, natural resources, agriculture and food production, climate change and demography. Great attention is paid to establishing a scientific base, i.e. scientific studies for the achievement of the United Nations Sustainable Development Goals.
The meeting was attended by representatives of the Ministry of Science, the Ministry of Economy, the Council for Scientific Research Activities, and the Delegate of Montenegro in the Programme Committee on Energy, most of whom are involved in the process of developing the Smart Specialisation Strategy. The participants expressed great satisfaction with the discussion and exchange of ideas with such a renowned expert, expressing their desire for Prof. Nakićenović to continue to be involved in consultations on the processes of strategic planning in Montenegro, which our guest gladly accepted.
